Reporting to the Director, Campus Safety this position will act as the primary and independent investigator for the consistent, equitable, and effective investigation, assessment and resolution of all non-academic behavioural issues, which arise at Durham College and Ontario Tech University. This can include complex, highly sensitive investigations, including threats to campus safety, sexual violence, harassment, robbery and domestic violence. The incumbent is responsible for the identification and provision of a measured response to incidents in which the risk of future violence is identified, to reduce the risk of escalation. They will identify, evaluate, and mitigate institutional risk and liabilities related to student behaviour through effective, proactive programming, needs assessments, and evidence-informed interventions.This position will provide expertise in risk assessment in support of a multi-disciplinary team to address students of concern. They will work in concert with other members of the Office of Campus Safety, service providers on campus (Health Services) and community partners (Durham Regional Police Service, Lakeridge Health) as necessary to address the needs of identified students, as well as the greater community.The incumbent is responsible for providing consultation, education and training to students, faculty, and staff. They are responsible for consultation with faculty to assess matters of concern and provide suggestions (both with specific cases, as well as greater policy issues). Lastly, this position is responsible for policy development to further the effectiveness and efficiency of the Office of Campus Safety. They will work on community initiatives to highlight the commitment of Durham College and Ontario Tech University to effectively prevent and/or respond to incidents of violence.The successful candidate will hold a four-year degree in Social Work, Education, Criminal Justice, or Psychology. They will have a minimum of five (5) years’ of direct experience investigating high impact/profile incidents in a postsecondary environment - working with investigative process, administrative law, tenets of natural justice and procedural fairness, application of policy, risk assessment and crisis management in a collaborative care team. They will have experience applying the appropriate investigative response to complex investigations, major case management, report writing and analytical posture. In addition, they will have experience in writing complex assessment and policy-based decisions, determining disciplinary resolutions to complaints. The successful candidate will be proficient in applying a range of policies and communicating sound, rationale, invoking interim measures and restrictions with balanced assessment of risk. They will have strong conflict resolution skills, and the ability to problem solve and make difficult and informed decisions through a demonstrated ability to deal with disruptive students, belligerent supporters (e.g., parents, guardians), and stressful situations (e.g., legal processes and involvement). The successful candidate will have strong computer skills including the ability to create and maintain incident management software, databases, and word processing to create professional reports to be presented to senior administrators and college-wide boards.They will have knowledge of trauma-informed principles and practices, particularly relating to sexual violence investigations, as well as experience with exposure to vicarious trauma related to sexual violence cases. The successful candidate will have an in-depth understanding of equity principles and experience working in diverse populations. They will have excellent oral and written communication skills, interpersonal skills to deal with sensitive issues that may involve students, staff, faculty, and the community, excellent analytical skills and the ability to synthesize complex issues with competing priorities daily, as well as the ability to work well on diverse teams and lead a team of colleagues using project management principles.
