Service: Operational Performanceamp; Devel Services Branch: Data Analysisamp; Performance Rep Branch Employment Type: 1 Full-time Temporary - Up to 1 year Work Hours: 35.00 hours per week Affiliation: CIPP Salary Information: $79 810,64 - $97 111,56 annually (2022 rates of pay) Location: 100 Constellation, Nepean City: Ottawa, ON Job Category: Information Technology Application Close: 04/01/2024JOB SUMMARYThe mandate of Technology, Innovation and Engineering Support Services (TIESS) is to provide innovative, technical, engineering and operational services, support and programs to the Public Works and Environmental Services department. You are responsible for implementing Geographic Information Systems (GIS) and CAD operations for the department, including coordinating the work activities of GIS Technicians, and the CAD Specialist. You oversee the data management activities for the department, including data collection and storage, modelling, and mapping strategies, and ensure that the necessary processes, policies and guidelines are in place to protect the integrity of operations planning information. You also undertake and manage various studies and research projects to support business and operational planning activities, and assist with the development of operational frameworks, performance indicators, continuous improvement processes and best practices to help the department achieve operational performance improvements.EDUCATION AND EXPERIENCECompletion of 4 year university degree in Engineering, Geography or Science (such as environmental or Geographic Information Sciences), or other applicable program with a focus on geographic information systems. Minimum of 5 years of progressively responsible experience supporting operational, strategic and business planning within a municipal government, including working with geographic information systems, analyzing complex and large volumes of data, conducting statistical modeling and analysis, managing project related work and supporting and leading a work team.KNOWLEDGECorporate, departmental and branch policies and procedures Current GIS computer technology, specifically Municipal GIS systems and applications Research, data collection and data analysis methodologies and modeling techniques Spatial data management for representing/reporting geographically- based information Project management principles and techniques Computer applications, particularly pertaining to spreadsheet, relational database management, geographic information systems and communicating electronically Best practices for data management and inventory Knowledge of applicable health and safety legislation, including the rights and duties of workers.COMPETENCIES, SKILLS AND ABILITIESAble to work independently, with minimum support/direction, and collaboratively with all staff as part of a team Possess organizational skills and flexibility to plan, organize and prioritize own work and to deal effectively with multiple demands, conflicting priorities, pressures and deadlines Able to coordinate/assign work, functionally supervise the work of others and to manage work quality, scheduling and completion Able to conduct/manage research, best practice and operational reviews, and interpret/analyze/evaluate large volumes or quality of data, to make decisions and formulate recommendations Possess advanced computer literacy in applications such as MS Office Suite, ACCESS, ArcGIS, Spatial Analyst, 3D Analyst, Network Analyst Able to assist in resolving problems with hardware, software and/or large volumes of data Able to utilize graphs and tables in presentations, and possess strong presentation abilities Possess effective interpersonal and oral/written communication skills Possess strong documentation, report writing and presentation skills Possess a strong customer service orientation Demonstrate leadership and initiative Able to think analytically, and be attentive to accuracy and detail Able to demonstrate sound judgement Resourceful, innovative Flexible and adaptableWHAT YOU NEED TO KNOWLanguage Requirement: English oral, reading, writing Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
