Our Highway Programs division supports the maintenance of our provincial road network, including summer work, RIM program, and Snow and Ice Control operations.Our office in Port Hawkesbury has an opportunity available for a Procurement, Payroll & Accounting Clerk. As the Clerk, you are the backbone to our operations. This is your opportunity to join an engaged team who operate in a challenging and fast-paced environment, where there is never a dull moment.About Our OpportunityAs the Clerk, you will provide a combination of Procurement, Payroll, Financial, Clerical, Administrative and Customer Service support to the Area office.You will verify and process vendor invoices for payment ensuring required documentation is provided and the transactions are accurately coded, as well as prepare third party invoices to recover various costs to the department.We need your superb organization skills along with your excellent attention to detail to ensure accurate data entry and inventory usage which impacts financial reporting and job costing. Your customer service abilities will also be utilized when dealing with the public either in person or on the phone.Primary AccountabilitiesYou will verify and process vendor invoices for payment ensuring required documentation is provided and the transactions are accurately coded, as well as prepare third party invoices to recover various costs to the department.You will complete payroll transactions such as recording and processing working hours, absences, additional payments, and Records of Employment, ensuring compliance with the collective agreement, labor standards and taxation requirements. The Clerk also maintains and monitors employee information through updates to personal data.You will record work crew daily accomplishment measures, equipment utilization, and the usage and transfer of materials. The Clerk also participates in inventory counts.Qualifications and ExperienceYou must have five (5) years of experience in procurement, payroll, employee compensation and benefits, time keeping, and verifying final payments, along with general office practices and procedures. An equivalent combination of training and experience will be considered. Related coursework or experience in bookkeeping or accounting is desirable.You are experienced in working with confidential financial and personnel related information. Daily, you exercise a high degree of confidentiality when dealing with this information. You must have a working knowledge of accounting and payroll principles. You are proficient in spreadsheet software and creation, word processing, databases, and email applications. In addition, you are confident in the use of current office equipment and technology.Experience with SAP (or equivalent) is desirable. Knowledge of the CUPE Collective Agreement, and STAR/STOR, is considered an asset. Comprehensive knowledge of Engineering terminology and functions as they relate to Highway Operations is also considered an asset, along with knowledge of, and familiarity with, various Nova Scotia Government Policies.You are a self-motivated individual who works both independently with minimal supervision and participates fully as an effective team player. You are accurate in your work and have well developed time management and organizational skills to meet established deadlines and priorities. You possess problem solving abilities and analyze and present information in a clear, concise manner. Your exceptional interpersonal and communication skills will assist you when liaising with staff and responding to staff and vendor inquiries both verbally and in writing.
