Job Description

DescriptionCONTRACTOR - Payroll Administrator - CanadaSummary:Primary payroll processor for 500 employees each. This role is responsible for executing all assigned payroll operational tasks for a bi-weekly payroll. Payroll processing includes supporting all new hires, terminations and general payroll updates for the Province of Quebec employee base payroll. In addition, there is the management of special payments, garnishments, deduction changes, Time and Labor system upload validation along with other miscellaneous payroll data. Payroll is processed using ADP Pay at Work (Streamline) payroll system. Audit controls are to be followed and documented for each pay date.Bilingual (French / English) is required.Essential Functions:

  • Processes employee data (new hires, changes, additional earnings, and benefit deductions) from the HR system of record to the payroll system, ensuring employees earnings and deductions are within 99% accuracy, and in compliance with tax and legal requirements and Company established guidelines.
  • Processes employee Time & Attendance data from the Time & Labor system to payroll, including validating time data using standard reports. Identifying and research variances in excess or lower than standard using Excel and other reporting tools in the systems. Support employee questions and research as they arise.
  • Ensures employees’ federal and provincial tax initial setup is accurate and in compliance with CRA and Revenue Quebec regulations; monitor and process, subsequent changes due to employee address changes/relocations.
  • Performs all biweekly post payroll activities including storing and providing appropriate payroll documents to the appropriate GL teams.
  • Performs other payroll related tasks, including but not limited to: preparing calculation of special payments including leave of absence, retro and pro-rated salaries as needed. Support special requests and final pay requirements as needed.
  • Communicates any pay-related issues to management and other payroll staff, including identifying root-cause(s) and recommendation to resolve the issue.
  • Provides stellar customer service to employees via monitoring the payroll queue in our customer service ticket tracking system and meeting team SLAs. Addresses level 1 and general level 2 inquiries related to payroll, benefits, taxes and one-time earnings. Identify and create new knowledge articles supporting frequent employee inquiries.
Other Responsibilities:
  • Performs other work-related duties as assigned. Minimal travel may be required (up to 10%).
Requirements:
  • College degree in Business, Accounting, Mathematics or related discipline. Significant work experience also will be considered. Canadian Payroll Association Certification preferred. 3+ years of relevant experience required.
  • Proficiency in Microsoft Office Software is essential. Experience using ADP or similar payroll processing systems, Time Modules, preferably Oracle Time and Labor (OTL). Excellent attention to detail, accuracy, and organizational, interpersonal and team-oriented skills. Ability to perform several tasks simultaneously to meet deadlines is necessary.
