Key Responsibilities: Under the direction of the Manager, Human Resources, this position provides the interface between HR/Payroll, Information Technology Services, the time and attendance (CARM) vendor, and Oracle. This position is responsible for ensuring that information flows properly into and out of HRMS systems within the Regina Police Service. The Business Systems Analyst is accountable for all tasks connected to this goal such as configuring the system, troubleshooting, reporting, and process enhancement.(1) Provide application support and expertise in the effective use of various systems (CARM and ORACLE) to support the operation of Human Resources/Payroll.(2) Responsible for business and workflow process development, implementation, enhancement, testing and training.(3) Identify and implement training requirements for assigned systems, procedures and projects.(4) Review and ensure system and business processes support the accuracy and integrity of the data within the system application.(5) Creates, maintains and updates CARM modules in compliance with Regina Police Service policy, procedures, the collective agreements, and Federal/Provincial legislation.(6) Identify implications of major system upgrades, develops and implements modifications to existing systems.(7) Represents HR/Payroll on system related project team as assigned. Develop project plans, manage assigned projects, utilize reporting tools and monitor and report on projects as required.(8) Supports the effective operation of HRMS systems by maintaining current knowledge of technological advancements as they pertain to the relevant applications.(9) Building relationships within the HR/Payroll team, Information Technology and the City of Regina to ensure successful process improvement initiatives.(10) Perform related duties as required.Competencies: (1) University Degree in Business Administration and/or Computer Science. 1-3 years of progressive experience, using computerized HRMS systems. An equivalent in education and experience with a demonstrated skill in business analysis, payroll experience and project management will be considered.(2) Knowledge of relevant legislation, computer systems (HRMS and Excel) and the relationship between technology and business processes.(3) Knowledge of analytic techniques to support reporting.(4) Excellent communication skills (oral and written), critical thinking, problem solving, time management and presentation skills.(5) Ability to work independently, and as a team including mentoring and instructing of others. Displays initiative and ability to balance multiple tasks and deadlines.Job Type: Full-timeSalary: $75,064.00-$93,830.00 per yearBenefits:
