The Ministry of Social Services’ Income Assistance Programs Division is hiring for a Program Design & Policy Consultant in the Program and Service Design branch, based in Regina.If you are interested in making real and meaningful impacts for those who require income support in the province, being a policy leader, working in a team environment and being supported in growing your career, we encourage you to apply. The Income Assistance Programs Division values strong teams, strong service and strong outcomes for clients.As a Consultant, Program Design & Policy, you will:

  • Inform and develop policy, programs and processes through:
    • analyzing complex social and economic issues, environmental and demographic data, trends, and risks;
    • engaging with stakeholders; and
    • conducting policy research, assessing findings, drafting options, and making recommendations to meet ministry goals and stakeholder needs.
  • Communicate recommendations to decision makers by drafting policy documents, reports, correspondence, cabinet documents, briefing materials and presentations to stakeholders.
  • Respond to inquiries from other ministries, provinces and territories, and the public regarding programs and policies.
  • Develop and contribute to evaluation frameworks, strategic plans, and accountability measures.
  • Represent the ministry through discussions and committees regarding policies, regulations and programs.

  • Consultation skills to lead and contribute to working groups, discuss issues, and gain support from stakeholders.
  • Experience with government’s decision-making tools and legislative, regulatory, and policy development tools and processes.
  • Ability to reference and interpret Acts, Regulations, policies, procedures and guidelines.
  • The ability to lead and develop programs.
  • Understanding of social policy across multiple programs and jurisdictions.
  • Ability to complete multiple projects on time while balancing quality of work, competing priorities and responsibilities.
  • Presentation and facilitation skills for variety of audiences.
  • The ability to communicate clearly and concisely verbally and in written work.
Typically, the knowledge and skills required for a Consultant, Program Design & Policy are obtained through a university degree in public administration, public policy, business administration, social work or a related discipline, or a combination of education with relevant work experience.
