Manager, Application Management Services - INF003439Employment Type: Permanent Full-timeLocation(s): SK-Rgna-ReginaMinistry: 013 Saskbuilds and ProcurementSalary Range: $7755-$10080 MonthlySalary Supplement: 8%Grade: MCP.08.About UsThe Information Technology Division (ITD) of the Ministry of SaskBuilds and Procurement supplies a full-range of IT services to government ministries and agencies. It supports government customers with help desk, hardware and software, application development and IT security services. The ITD also sets government-wide policies and standards in IT infrastructure, IT support services and security.The OpportunityThe Citizen Centric Program Delivery branch is seeking an individual who is an effective communicator, cross team collaborator with strong interpersonal, analytical and problem solving skills for the position of Manager, Application Management Services. Reporting to the Director of Application Delivery Services, you will be responsible for leading, supporting, developing and mobilizing a dynamic group of individuals to work toward a shared purpose in the best interests of the branch, Government of Saskatchewan and service delivery to citizens. In this position, you will have the opportunity to work with and advise senior executives in government on all aspects of application support and lifecycle management, and lead teams involving multiple ministries and external resources.In this challenging and rewarding position your responsibilities will include:

  • IT Service delivery, technical leadership and support to the team, business strategic planning, policy advice and budget planning & implementation;
  • Representing AMS in discussions with various ITD teams such as Strategic Architecture, Security Services, Project Management Office, vendors and other stakeholders;
  • Managing all aspects of ministry application support in with regard to resolving priority incidentsescalations and planned system enhancements;
  • Proactive problem solving to reduce the impact of the incidents, prevent possible system outages and safeguard information and assets;
  • Strategic planning with ministry clients and the ITD Security Services team to ensure government’s 800+ in-house and 3rd party applications are in a secure and supported state;
  • Managing AMS resources to review and monitor pre-defined Key Performance Indicators (KPIs) for service delivery in the enterprise IT environment;
  • Creating and maintain documentation for processes needed for support of applications and projects;
  • Developing Business Cases for executive approval on resourcing and budget needs for service delivery; and
  • Developing cohesive and respectful relationships across ITD and government, and among stakeholders in the public and private sectors.
  • Evaluating existing applications to determine technical changes, scheduling projects, resources, and monitoring project timelines.
The Ideal CandidateAs our successful candidate you will be a results oriented individual with strong verbal and written communication skills and you will demonstrate:
  • Knowledge of business applications and supporting infrastructure, support processes and lifecycle management;
  • An understanding of IT infrastructure and project management structure and the various technologies in use today;
  • Exceptional leadership skills collaborating with various ITD teams and vendors in IT Application Management for the government;
  • Will have experience in performance management of staff to effectively engage, develop and support direct reports as well as coach and motivate team members;
  • Strong oral communication skills to consult and educate senior leaders, ministry staff and external vendors and present information to a wide variety of technical and non-technical audiences;
  • Effective written communication skills to develop policies and IT security programs;
  • Strong analytical, problem solving and decision making skills with the ability to summarize technical issues and information to enable executive to make informed decisions;
  • Effective business planning and project management skill, including, accountability processes and risk management; and
  • Knowledge of Integration Services structure and flow, system to system connections and transfer of data between systems via APIs (Restful) and message queues.
Strong organizational skills:IT experience and background with concept knowledge in areas such as:
  • Microsoft technologies: O365 tools, Azure DevOps, Microsoft Dynamics CRM and SharePoint Online;
  • Cloud technologies;
  • Web technologies;
  • Database concepts (eg/Oracle, MS SQL);
  • Integration Services (Restful APIs); and
  • IT Service Management & Service Development.
Additionally, you will be:
  • Approachable and flexible in dealing with clients, ITD staff and vendor teams.
  • A proven leader, capable of multi-tasking and adaptable in order to respond to constant change within a high pressure environment.
  • Adaptable to change.
Typically, the knowledge and skills required for this position would be attained through the completion of a degree in computer science or a related discipline, supplemented by related technical and management experience in a large fast-paced IT environment.
