C AREER OPPORTUNITYRural Municipality of Pipestone – Employment Opportunity Manager of Economic Development Position Overview The Rural Municipality of Pipestone is located in the southwest corner of Manitoba, residing along the Saskatchewan border. With ease of accessibility from main highways 2 and 83, the Municipality is situated 3 hours west of the capital city of Winnipeg, 1 hours west of Brandon, and 40 minutes north of the United States border, making it a prime location. The Municipality is a picturesque region of 1,500 residents. Exploring this area you will find the Pipestone Creek meandering its way from the northern portion of the Municipality, towards the southeast as it passes the landscape of trees and natural wildlife habitats. The Municipality boasts a variety of recreational and tourism opportunities year-round including campgrounds, hiking trails, a man made lake, splash park, golf course, ball diamonds, and playgrounds. A safe and affordable area to reside in with a business community providing the products and services required for everyday life, you can easily call the R.M. of Pipestone your home.Reporting to the Chief Administrative Officer the Manager of Economic Development is responsible for developing and implementing an Economic Development Strategy for the Municipality that includes a Tourism Destination Plan and Business Marketing Plan in coordination with a variety of stakeholders. These include Council, CommitteeMembers, representative business organization within the Municipality to promote the community as a prime location. The position will be responsible to build on the work currently underway and seek and develop new economic opportunities for ourMunicipality. The position will maintain strong relationships with surrounding community economic development corporations and individuals to the benefit of the Municipality.Duties & Responsibilities 1. Oversee the implementation and continuous improvement of the economic development strategic plan as set out by the Department and approved by Council.2. Lead the development of short- and long-term economic development plans and projects such as Business Attraction, Retention and Expansion, as well as gathering of information and preparation of studies, reports and recommendations to achieve such goals.3. Act as a liaison with local business support organization such as Community Futures Development Corporation, reporting on relevant information and projects to Administration and Council where appropriate.4. Develop, oversee the implementation, administration, and continuous improvement of economic development initiatives such as lot sales, residential and commercial incentive grants, and the Community Development Corporation’s Loan Program.5. Serve as key point of contact for businesses within the Municipality to ensure open lines of communication with the Municipality and respond to business inquiries.6. Research local needs to determine target markets for businesses compatible with existing mix or market existing resources as a selling feature to encourage new people and businesses. Implement and maintain effective business attraction initiatives including generating, contacting, and pursuing business leads with involve conducting company prospect research, contacting and meeting with business owners to present and promote the Municipality as an investment destination for business to locate, expand or re-locate their operations.7. Participate and effectively communicate and liaise between internal Departments, Committees of Council, Council on matters related to economic development.8. Facilitate partnerships and develop networks between business, government, financial and educational institutions, regional and community agencies and the community. While assisting with joint marketing initiatives.9. Actively serve as a participant and represent the Municipality at receptions, trade shows, presentations, and special events relevant to the economic strategy and economic plan of the Municipality. Keep Council, Committee, Municipal Staff and all stakeholders apprised of community initiatives, plans and programs.10. Seek and apply (or facilitation thereof) for grants to assist on the building of facilities and/or programs that will enhance the Municipality as a place to conduct and/or locate businesses. This includes coordination and writing of other departmental funding applications.11. Oversee the development, implementation and monitoring of the tourism marketing and promotion strategy including updating marketing materials such as a community profile, economic profile, resident welcome package, and business welcome package.12. Continually update the Municipality’s website, social media feeds with news articles, community and economic events, new initiatives and projects relevant to economic development in the region.13. Ensure up-to-date and accurate data on housing trends, costs and rental vacancy rates.14. Attraction and co-ordination of special events in the Community as related to Economic Development.15. Using sound project development practices, support project development initiatives as approved by Council including subdivision applications and subsequent development. Update regional land use maps with available parcels for development and keep abreast of new buildings and developments in commercial, and residential zoning.16. Carry out special assignments of Council, or CAO and perform other duties as my be assigned in accordance with developmental and corporation objectives.Qualifications & Experience

  • The incumbent shall have a diploma with relevant post-secondary education with a minimum of two (2) years of progressively responsible tourism, marketing and / or economic development experience.
  • Degree in Business or Public Administration, Economics, Planning, Tourism, Marketing or related discipline, or a Professional Economic Development Designation preferred.
  • Proven leadership ability, utilizing visionary and strategic thinking to motivate and bring stakeholders together including business, industry, all levels of government and community groups.
  • Strong interpersonal skills combined with demonstrated project/time management, organizational, analytical, research, communication (written and oral) report writing, negotiating, administrative, problem solving, public relations and public speaking.
  • Ability to deal effectively and discreetly with all levels of staff, members of Council and the public.
  • Ability to think and act strategically in a political and community service environment, and to foster and contribute to a positive, productive work environment.
  • Proficient in Windows and Microsoft Office applications, office equipment, presentation software, the internet, and social media platforms.
Unique Position Requirements
  • Available to work flexible hours to attend evening and/or weekend meetings or other events, and travel, as required.
  • A valid Manitoba Class 5 driver’s license (use of own vehicle is required with mileage reimbursement per Municipal policy)

We offer a competitive salary range ($52,050 to $63,617) including a comprehensive employee benefit plan.
