If you are looking to make a difference, and to share our vision “to be the most appealing, livable, and well-managed community in Canada”, then please apply.OverviewThe Systems Analyst works in coordination with Business Analysts, subject matter experts, vendors, consultants, and project stakeholders. This role transforms functional requirements into technical specifications, interpreting or adapting as necessary. The Systems Analyst is responsible for planning, analyzing, designing, implementing and maintaining business and enterprise systems and solutions based on best practices and organizational needs. This position reports to the Manager, Business & Enterprise Systems, Information Technology.Examples of key responsibilities include, but are not limited to:

  • Collaborating with Solution Architects and other stakeholders, develops highly available and fault-tolerant systems architecture, configuration and specifications documents, and technical design documents.
  • Plan and upgrade enhancements for systems and performs testing to confirm proper implementation.
  • Acts as a project coordinator to develop project charters, plans, timelines, cost analysis and other project documents.
  • Coordinates with application software vendors, internal and external user groups and consultants in collaboration with the IT Department to fulfill project and operational tasks.
  • Provide technical leadership and follow-through on execution to ensure requirements and technical specifications are met.
  • Provides maintenance, support, applications development and integration for the City’s ERP and corporate applications of Tempest and Amanda.
  • Identifies, troubleshoots, and develops/rewrites code to resolve system outages/disruptions.
  • Analyzes and make decisions during highly stressful conditions, such as system outages/disruptions, to minimize system downtime.
  • Develops the “follow-up action plan” details when an IT Service Outage occurs.
  • Assists in the development of the City’s three year technology plan.
  • Provides technical and systems analysis recommendations in consultation with the Solutions Architect.
Knowledge, Skills & Abilities:
  • Working knowledge and experience in implementing and administering an off-the-shelf ERP or Line-of-Business (LOB) applications including designing deployments that are highly available and redundant.
  • Working Knowledge and experience in supporting and tuning J2EE and IIS containers for ERP or LOB applications (ex. IIS, Tomcat or other J2EE application servers).
  • Working Knowledge of the principles and practices of software development life cycle including source code version control and system integration.
  • Working Knowledge and experience in Cloud Technologies.
  • Working Knowledge and experience in integration design patterns and integration using SOAP, REST, or Message queues.
  • Ability to translate business requirements into technical specifications, API/service specification, and configuration requirements.
  • Ability to investigate, diagnose, recover and resolve system problems.
  • Ability to work in in Object-oriented or functional programming (ex. .NET, Java, Node.js).
  • Working knowledge of SQL, PL/SQL and/or NoSQL, Oracle and Microsoft SQL programming and a report-writing tool such as Crystal Reports or MS SQLServer Reporting Services.
  • Demonstrated ability to manage large projects involving the development and implementation of systems and information technologies.
  • Experience in leading major software release upgrades. Project management experience in ERP systems implementation.
  • Ability to facilitate workshops, collect user requirements and create solutions, design and specification documents.
  • Ability to effectively communicate oral and written technical information in a user-friendly manner.
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts and provides technical advice and assistance on matters related to the work.
  • Ability to work effectively, individually and as part of a team; and works under minimal supervision.
  • Ability to effectively mentor others, as well as to lead and/or contribute to team-based technical projects.
  • Ability to successfully pass a Police Information Check.
Qualifications and Experience:
  • Graduation from a technical institute with a two (2) year Diploma program in Information Technology or Computer Systems plus five (5) to eight (8) years of progressively complex job related experience in an integrated information technology environment is required. A combination of education and/or experience will be considered.
  • Experience working in a municipal government environment is preferred.
  • Valid Class 5 Driver’s License for the Province of British Columbia.
  • Project management or International Institute of Business Analysis (IIBA) certification is preferred.
Working Conditions:
  • Work is performed in an office environment.
  • Requires frequent degree of effort including sitting for long period of time and extended periods of focus, visual and mental concentration.
