As such, we welcome talented individuals that have a variety of perspectives, backgrounds, and industry experience who will contribute to the success of our One Parkland team.Position Title: Senior Contract AdvisorTeam and Location: Supply Chain Management - Calgary, AB, Houston, TX, Salt Lake City, UT, Dominican Republic, Jamaica, TrinidadPosition Summary:The Senior Contract Advisor (SCA), International is a senior member of Parkland #39;s Supply Chain Management (SCM) team with focus on developing a thorough understanding and multi-year supply strategy to address large supply chain portfolios ( gt; $300M of total contract commitments withgt;$100M in annual spend) of Parkland #39;s International Division, as well as driving SCM change in that region. The scope of their remit will cover non-fuel goods and services spend.Tasks within this role include:

  • working with internal business units to understand the current state of Parkland #39;s goods and services supply
  • development of appropriate multi-year supply strategies that are aligned to Parkland #39;s business goals
  • cross functional team leadership in the execution of sourcing strategy and contracting for goods and service
  • long term, full lifecycle ownership of ongoing contract and supplier relationship management to ensure Parkland business goals are being achieve
The SCA has broad supply chain experience across the complete spend management lifecycle and also have deep subject matter expertise in specific areas of goods and services supply required by Parkland. Critical spend categories relevant to the International market include: construction / engineering, supply infrastructure assets (e.g. storage tanks) as well as ocean and road freight.The SCA is capable of cross functional team leadership including collaboration, appropriate communication and ability to influence all levels of the Parkland organization including senior Parkland business leaders (Director level and higher)Key Responsibilities:Strategic Assessment and analytics of non-fuel goods and services spend
  • Using multiple sources of financial data, operational data, commercial contracts, budgets, and business partner feedback, develop a quantitative understanding of current and forecasted usage patterns and
  • Develop an understanding of existing procurement channels, systems, variation of processes and transaction flows across the procurement lifecycle to measure effectiveness in meeting Parkland #39;s current and projected supply needs
  • Identification of potential opportunities to obtain supply cost synergies
  • Ongoing financial measurement and reporting on current state of Parkland supply, effectiveness of executed supply strategy, consolidated benefits (Cost savings, Cost Avoidance, Qualitative and Quantitative) and other corporate reporting as required
Synthesis and Execution of supply strategy
  • Using the strategic assessment of current supply state, Parkland business goals, risks, financial metrics, market factors and potential opportunity, develop innovative multi-year supply strategy in specific spend areas.
  • Develop detailed project plans addressing resources, timelines, approach across all strategy dimensions (supply strategy, sourcing strategy and contract strategy)
  • Influence senior Parkland business leaders to achieve engagement and alignment in the selection, execution, and ongoing governance of supply initiatives
  • Lead cross functional team activities in the execution of the supply strategy, and as applicable, sourcing activities (Request for Information / Purchase / Quote), contract negotiation, formation, internal approvals, reporting and change management
  • Accountable for the operationalization of new supply arrangements including transactional system setup, transition to production and appropriate change management communications
  • Closeout of project, completion of all required reporting and storage of records
Post-Execution management and monitoring
  • Monitor delivered supply strategy and measure to achievement of strategy objectives
  • Provide contract management support (ensure contractual objectives are met)
  • Facilitate Supplier Performance Management (ensure operational objectives are met)
  • Facilitate Supplier Relationship Management (identify improvement opportunities)
  • Ongoing communication with Parkland business group related to strategy effectiveness, identification of operational risk issues (safety, cost, quality) and issue resolution
Supply Chain Management function development and continuous improvement
  • Contribute to the development of processes and procedures that improve the effectiveness and efficiency of the Procurement function
  • Contribute to the evaluation and implementation of Procurement tools and systems
  • Provide knowledge sharing within the team to increase Procurement team capability
  • Contribute to the development and ongoing maintenance of the Procurement workplan
  • Contribute to Continuous Improvement initiatives both inside and outside the team
Qualifications and Skills:
  • Bachelor #39;s Degree in Business, Finance, Law or Engineering
  • Advanced business degree would be considered an asset
  • SCMP or equivalent procurement/supply chain management designation or certification would be considered an asset
  • 10 years of progressive experience in a procurement organization with a focus on spend management in complex supply portfolios withgt; $300M of total contract commitments andgt;$100M in annual spend; development and implementation of supply strategy; contract and supplier performance management for spend.
  • Within this role, 3 to 5 years of demonstrated experience with specific spend categories may be sought. Specific areas may include:
  • Construction and maintenance
  • Fuel supply infrastructure (e.g. fuel storage tanks, lines, dispensers)
  • Ocean and road freight and logistics
  • Experience with a proven track record of influencing authority at all levels (including senior management - executive level -1) in the development and execution of spend management strategies
  • Experience with spend analytics tools and/or e-procurement tools such as Ariba, iValua and other ERP systems such as Great Plains.
  • Experience in the application of Continuous Improvement principles would be considered an asset (e.g. lean / six sigma)
  • Positive,quot;can-do quot; attitude and customer focused approach that will enable you to deal with challenging situations with integrity, empathy and passion
  • Fluency in English is required; French or Spanish would be considered an asset
