Job Description

Under the supervision of the manager, property management, the property administrator manages payments in lieu of taxes (PILT), coordinates, negotiates, analyzes and prepares PILT to be paid to the taxing authorities. Acts as responsible for the internal services of the Montreal Port Authority (MPA), tenants and taxing authorities in matters of PILT according to the applicable federal law, property taxes, updating of data entered in the land rolls and valuation of real estate. He coordinates the real estate transaction process and updating the MPA real estate inventory.In addition, the incumbent prepares, writes and supports the negotiation of rental contracts for a portfolio of real estate contractual agreements. It administers, coordinates and manages a real estate portfolio made up of land and port, industrial and commercial buildings. He receives, helps, advises, coordinates and monitors requests from MPA tenants. He coordinates the computerized management of contractual agreements for the entire territory. Finally, he carries out analyzes and prepares and writes studies, reports and other documents for the internal services of the MPA, relating to the management and rental of buildings. In particular, the incumbent will have to:Administer the payment of PILT and manage the related financial data:

  • Ensure monitoring, analysis and application of the various policies, laws and regulations relating to PILT and property taxes.
  • Analyze PILT requests from municipal and school taxing authorities and recommend payment.
  • Analyze property tax reimbursement requests from MPA tenants and recommend payment.
  • Make the required updates and adjustments to municipal assessments and PILTs and propose measures to maintain them at a fair and reasonable level.
  • Prepare official declarations of occupancy of the MPA territory to be transmitted to municipal assessors for the MPA and tenant land accounts.
  • Prepare, analyze and recommend to financial services management the budget and forecasts for PILT and property tax reimbursements by cost center.
  • Negotiate and recommend new assessments to municipal assessors regarding the filing of municipal assessments of MPA properties on the land roll.
  • Resolve issues raised by taxing authorities and tenants by coordinating actions to be taken.
  • Recommend actions to be taken in problematic files and participate in the management of contentious files.
  • Prepare and recommend clauses regarding property taxes used in contractual agreements.
  • Prepare analyzes and reports required by the Port Territory Planning department and general management.
  • Maintain harmonious and lasting relationships with taxing authorities.
Manage real estate:
  • Analyze and propose measures to maximize the value of MPA real estate to facilitate rental.
  • Is responsible for the process of establishing the market and rental value of properties for rent setting and acquisition and for insurance purposes.
  • Manage and coordinate real estate evaluation mandates given externally.
  • Validate and approve real estate assessment reports and make appropriate recommendations.
  • Administer and manage the properties of the real estate portfolio under his responsibility.
  • Participate, coordinate and develop appropriate programs to ensure property inspections at the start/end of rental and other agreements.
  • Recommend actions to be taken in problematic files and participate in the management of contentious files.
  • Prepare the budget for real estate income from land and buildings.
  • In the context of the acquisition or disposition of real estate and modification of the letters patent of the MPA, is responsible for the preparation of documents and coordinates their transmission to the general management and Transport Canada.
  • Write and review basic legal documentation necessary for the preparation of contractual agreements and real estate transactions.
  • Participate, collaborate and prepare descriptive studies, profitability, feasibility and financial analyzes relating to rentals, real estate transactions and coordinate the production of all documentation relating to real estate data.
  • Prepare and write approval requests, payment requests, and other administrative documents for management, the management committee and the board of directors.
  • Ensure monitoring of data entered in the MPA computerized real estate directory, prepare real estate statistics for the Port Territory Planning department and general management, coordinate the computerized management of contractual agreements for the entire territory.
  • Collaborate in the development, application and updating of policies that affect MPA real estate properties.
  • Assist the Port Territory Planning department within the framework of special mandates.
Manage a portfolio of real estate contractual agreements:
  • Preparation of contractual agreements.
    • Analyze the needs of tenants and determine with them the conditions of the agreements according to the guidelines established by management;
    • Carry out the various analyzes (profitability, security, feasibility, etc.) required in collaboration with various internal departments.
  • Draft all contractual agreements with the tenants for whom he is responsible, including rental offers, leases, right of way and rail service agreements and easements.
  • Administer, manage and enforce the clauses and conditions of contractual agreements as well as MPA policies.
    • Coordinate the actions to be taken with the various MPA services.
  • Enter, edit and update information relating to contractual agreements in your portfolio.
    • Carry out rent reviews stipulated in contractual agreements and validate the achievement of the required tonnage guarantees.
  • Receive requests or problems from tenants, examine their merits according to the conditions of the contractual agreement and respond to them by coordinating the involvement of the necessary resources.
  • Maintain harmonious and lasting relationships with MPA clients.
Qualifications
  • Bachelor #39;s degree in business administration, concentration in real estate management and valuation or equivalent training.
  • Seven (7) to ten (10) years of relevant experience.
  • Be a member in good standing of the Ordre des Évaluateurs agréés du Québec.
  • Have relevant experience in real estate and land evaluation
  • Have good knowledge of municipal taxation, the Act respecting payments in lieu of taxes (federal) and the Municipal Taxation Act.
  • Superior skills in analysis, popularization and communication.
  • Able to collaborate with others in achieving the organization #39;s objectives and ease in interacting with all internal stakeholders;
  • Developed organizational skills and ability to work effectively on several files at the same time with tight deadlines;
  • Mastery of the Office suite and SAP software, an asset
  • Spoken and written bilingualism: French and English.;
  • Autonomy and excellent judgment
