Job Description

John Abbott College adheres to an Equal Access to Employment Program, and invites women, visible minorities, ethnic minorities, aboriginal peoples and persons with disabilities to submit their applications.IMPORTANT: Effective immediately.JOB SUMMARYReporting to the Director of Finance and Legal Affairs, the Procurement Manager is responsible for the management of all procurement related activities and also provides support to project managers.DUTIES AND RESPONSIBILITIESGENERAL DUTIES:

  • Represents the department on certain College committees, project planning and coordination meetings
  • Assists in the preparation and implementation of strategic objectives, annual priorities and departmental work plans
  • Prepares reports and maintains records, as required
  • Manages, directs and supervises the purchasing staff
  • Performs other related tasks as may be assigned.
Specific Duties:
  • Prepares and publishes, in conformity with laws and regulations, submissions for public tender, tender by invitation and presides over the tendering process as required by regulations
  • Acts as selection committee’s tender secretary
  • Negotiates and manages contracts in conjunction with directors with the goal of securing advantageous terms, conditions and costs
  • Collaborates with College employees to obtain clarity, specifications and expectations related to purchasing
  • Recommends group procurement contracts where it is to the College’s advantage
  • Follows up with Project Managers to ensure necessary documents are obtained prior to release of payment(s) (ex. denunciation, quittance & certificate de paiement)
  • Intervenes with suppliers or service providers to resolve problems related to delivery or legal obligations
  • Streamlines processes and procedures related to purchasing
  • Ensures the Inventory ledger is accurate and updated
EDUCATION: To have a Bachelor’s degree with a specialization appropriate to the employment (preferably in Business Administration) and two (2) years of relevant experience to the position.SPECIFIC REQUIREMENTS
  • Advanced communication skills in English and French
  • Advanced computer skills (Word, Excel, Outlook)
  • Ability to analyze complex situations
  • Exceptional skills in mathematics and data analysis
  • Strong organization and prioritization skills and ability to handle competing demands
  • Excellent ability to coordinate simultaneous projects under pressure and produce materials by established deadlines
