Job Description

POSITION OVERVIEWResponsible for providing strategic financial information to Senior Management through SaskTel’s planning process. Accountable for leadership in accurate and timely development of Goods & Services Purchased and Salary budgets and forecasts for SaskTel as well as the timely and accurate reporting, analysis and communication of financial results relating to operating expenses. Lead the planning and forecasting processes for Telco business units including Finance,Corporate and the Executive. Accountable for the preparation, monitoring and maximization of the Finance, Corporate and Executive divisions operating expense budgets and forecasts in accordance with corporate guidelines. Oversee the budgeting and forecasting of Oracle Hyperion application by managing system changes and development activities for SaskTel. Accountable for promoting a productive and positive environment for staff that encourages innovation, teamwork, initiative and models corporate values.LEADERSHIP ACCOUNTABILITIESPeople1. Leads, directs and manages staff to ensure the effective use of HR resources. Maximizes performance by selecting (hire external or promote from within), developing, mentoring and sustaining a high level of expertise among staff. Organize and direct work including prioritizing assignments, establishing objectives, providing regular performance feedback, conducting year end performance appraisals and taking necessary corrective action as may be required. Assists in staff career planning, establishes development and succession plans and ensures relevant HR procedures and policies are followed (provisions of the collective agreement, performance appraisals, discipline, grievance, etc). Accountable for provisioning and managing contracted resources as may be required.2. Responsible for the development of the Telco Financial Planning team personnel. Motivates staff by assigning challenging work, planning and managing internal communications and awareness of corporate direction, mission, plans and activities.3. Ensures all safety, health, environmental and code of conduct policies, programs and standards are understood and complied with, at all times.4. Proactively identify and action opportunities to increase customer satisfaction (internal and external customers).Financial1. Ensure sound financial control within area of responsibility by developing annual operating expense budgets, monitoring performance to budget/forecast and taking action as appropriate. Develops, negotiates and implements contracts for acquisition of goods & services related to area of responsibility.Innovation1. Accountable to research, develop, define and implement innovative long and short-term plans, policies and objectives. Provides expertise to senior management providing education, studies and consulting on opportunities that will impact business strategy. Ensures alignment and integration with the corporate strategic plan and develops plan and operational metrics, including approaches for demonstrating business value.2. Accountable to proactively identify and action opportunities to improve revenue and growth initiatives, decrease costs, increase customer service levels and increase employee engagement.3. Accountable to develop opportunities to spark innovation in technology or product service delivery or process improvements.SPECIFIC ACCOUNTABILITIES1. Responsible for providing strategic financial information for Senior Management through SaskTel’s financial planning process. As a member of the Telco Planning Team ensures that the financial plans for the Telco business unit are aligned with the Holdco Business Plan. Plan, challenges and negotiates changes as required. Researches and incorporates the potential impacts to strategic opportunities/risks into SaskTels financial plans. Provides financial leadership and analysis to Telco’s business units.2. Works with the Holdco Business Planner to develop and manage the Telco planning timeline and align with the Holdco strategic planning process. Ensures development of annual operating budgets/forecasts, by directing the development of plans that affect the Telco business units.a. Develops and maintains a process to prepare the budget that will reflect the Corporate Strategic Plan.b. Develops and forecasts the Telco financial plan for Telco business units, by processing and analyzing departmental submissions, and forecasting the Executive, Finance and corporate expenses.c. Participates in the implementation of new accounting treatment by incorporating the new procedures into the budget/forecast.d. Provides leadership and direction to Telco business units. Consults and provides training for departments to prepare budgets as a management tool for tracking performance, and addressing inefficiencies.3. Interfaces with division management to obtain required information for inclusion in Operating Expense budgets/forecasts. Ensures that they follow departmental and corporate guidelines and targets.4. Accountable for explaining the business reasons for variances between actual and budget Telco operating expense results. Assists management through financial analysis and providing recommendations for improvement. Responsible for anticipating and fulfilling related information requests from all departments within SaskTel as well as sources external to the Corporation.5. Accountable for the development, implementation, and maintaining the Oracle Hyperion application ensuring system requirements and databases for the storage, retrieval and analysis of relevant data.6. Responsible for providing leadership, mentoring and sustaining a team environment through:a. Selecting qualified and capable personnelb. Promoting innovation, teamwork, initiative, open communication, and excellent customer servicec. Ensuring team is positioned to meet the expanding IFRS, CEO/CFO and business requirements.d. Participating and supporting the Partnership for Excellence process7. Leads and contributes to special projects as required.QUALIFICATIONS1. Professional Accounting designation (CPA) or Bachelor Degree in Commerce or Admin (majoring in Accounting or Finance).2. Solid comprehension of accounting theory and principles and ability to apply to new and existing processes.3. Experience in the preparation and analysis of capital and/or operating budgets or a thorough understanding of Financial Statements.4. Ability to work effectively with other departments.5. Strong analytical, research, planning and project management skills.6. Understanding of mechanized information systems (SAP and Oracle Hyperion). Knowledge of corporate System of Accounts.7. Knowledge of the industry and SaskTel, including service offerings and operational processes.8. Ability to plan, coordinate and manage the activities of others and to direct others towards the accomplishment of team objectives.9.
