Duties:Develops functional programs and plans, including design and construction coordination, design review, and tender preparation for assigned projects. Develops budget estimates, suitable for capital planning purposes.Prepares and reviews tender documents.Analyses Request for Proposals or recommends the award of, construction and service contracts for project work.Oversees the delivery of projects through pre-construction visits, site inspections and visits during construction, routine project meetings and discussions, problem-resolution and necessary negotiations to ensure the project is delivered on time and within budget.Assists with the maintenance of existing partnership agreements related to open space and supports the process in the development of new partnerships and related projects.Represents the Department at the neighbourhood, suburban, and citywide levels to ensure open space program requirements are met and managed in accordance with safety standards and user group needs.Assists with preparing responses to inquiries from City Council related to open space use, partnership agreements, and open space capital projects.Recommends sport field and open space development based on an analysis of usage patterns, projected participation levels and program trends.Assists with the implementation and ongoing application of the Crime Prevention Through Environmental Design (CPTED) model.Assists with preparing and monitoring the capital budget and administers the Park Enhancement Grant Program.Performs other related duties as assigned.Qualifications:Degree in kinesiology, majoring in leisure and sport management or related degree.Post-secondary education or certificate in project management involving capital infrastructure planning. A relevant combination of education and experience may be considered equivalent combination of education and experienceSix years’ progressive experience working in planning, development, implementation and evaluation of projects and programs in the field of sport, culture, and/or recreation.Considerable knowledge of technical standards for sport field facilities.Knowledge of project management processes and supporting computerized systems.Knowledge of public participation processes, group facilitation, and group dynamics.Strong verbal communication skills to present ideas, concepts, complex and sensitive information both formally and informally.Excellent written communication skills to produce complex and sophisticated written material for a variety of audiences including formal presentations, composing reports, conducting public consultation, and developing resource material.Excellent organizational skills to manage multiple complex projects.Knowledge of current literature, standards, trends and evaluation principles and methods applicable to program planning, sport fields, park and open space design.Knowledge and understanding of pertinent City park and open space policies, procedures, and bylaws.Demonstrated ability to develop and facilitate processes and partnerships in the delivery of capital projects.Ability to prepare short- and long-term plans for sport field facilities and open space program.Ability to negotiate mutually beneficial agreements and to manage change through decision-making, problem- solving, and consensus-building.Ability to research, analyse, and summarize reliable information to determine action required.Ability to apply CPTED principles, standards and practices in the design of sport fields, park space and facilities.Demonstrated skill in planning, scheduling, management reporting and time management.Knowledge of budgeting system and proceduresSkill in the use of a computer with word-processing, database, spreadsheet, and presentation software.Hours:Shift work and weekend work are involved.Salary:$70,612.08 to $77,850.72 per annum (2021 rates)Quick Apply
