Job Description

ProjectThe Woodfibre LNG Project is situated approximately 7 km west-southwest of Squamish, British Columbia. It encompasses the construction and operation of a liquefied natural gas (LNG) export facility on the former Woodfibre pulp mill site, featuring a storage capacity of 250,000 m³ and an annual production of approximately 2.1 million tons of LNG.​ Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.PositionThe HSS Manager, Operations, is a pivotal leadership role within the Woodfibre LNG Operations team, responsible for overseeing all aspects of health, safety, and security performance during the Commissioning, Start-Up (CSU), and Operations phases of the plant. Reporting to the Vice-President of HSSEamp; Regulatory Compliance, this role is embedded in Operations and ensures compliance with regulatory requirements and company standards, fostering a culture of excellence in safety and stewardship.​Key ResponsibilitiesThe Successful applicant will:Commissioningamp; Start-Up (CSU) Phase:

  • Develop and implement Health, Safety and Security strategies and programs tailored to CSU activities.
  • Set up all the procedures for CSU and Operations phase of the HSS Management System.
  • Collaborate with commissioning teams to identify and mitigate HSS risks.
  • Ensure all personnel receive appropriate HSSE training prior to CSU activities.
  • Establish emergency response procedures specific to CSU scenarios.
  • Monitor compliance with HSSE regulations and standards during CSU.
  • Support Operations and the Project in implementing a permit to work system for the CSU phase.
Operations Phase:
  • Lead the development and continuous improvement of the HSS Management System.
  • Oversee incident investigations, root cause analyses, and implementation of corrective actions.
  • Coordinate with regulatory agencies such as WorkSafe BC and BCER and stakeholders on HSS matters.
  • Promote a proactive safetyamp; compliance culture through leadership, training, and engagement initiatives.​
  • Manage the HSS budget and contracts for Operations, particularly related to PPE training.
  • Ensure emergency response training and exercises are well managed, continuously improving and to satisfaction of the regulators.
RequirementsRequired Experience
  • Bachelor #39;s degree in Occupational Health and Safety, Engineering, or a related field.
  • Minimum of 10 years of HSS experience in the oil and gas, chemical or industrial sector, with at least 5 years in a leadership role.Experience with marine terminal operations is an asset.
  • Proven experience managing HSS during commissioning and operational phases of industrial projects.
  • In-depth, working knowledge of Canadian HSS regulations and standards.
  • Strong leadership and team management skills with demonstrated experience as a coach, mentor and trainer.
Additional Requirements
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively across departments and with external stakeholders.
  • Proficiency in HSSE management systems and software.
  • Valid driver #39;s license.
  • Ability to work on-site in Squamish, BC, with occasional travel as required.​
