Job Description

DescriptionProjectThe Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.Woodfibre LNG Limited is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.PositionWoodfibre LNG (WLNG) is seeking a Senior Project Engineer to provide oversight for assigned portions of WLNG #39;s Site Construction Works (CW), field activities, ensuring the safety and quality delivery of assigned scopes of work on time and within budget lead; oversee portions of an engineering, procurement and construction project and will ensure compliance with legal and contractual environmental requirements for the project and contribute. The successful candidate reports directly to Project Construction Manager and will play an essential part in supporting the company #39;s engineering and senior management team through the project #39;s construction phase.Responsibilities

  • Interface with WLNG project disciplines and contractor to deliver the project on time and budget.
  • Provide project management, including interface with customers and the development of project scope, schedule forecasting, and budgets.
  • Be comfortable with a broad general management role, collaborating with and guiding multiple disciplines when required.
  • Identify and quantify risks that may impact project, input into the project risk register.
  • Establish working relationships with a cross section of stakeholders within the company, equipment manufacturers, vendors, and services providers.
  • Identify and incorporate lessons learned into the project lessons learned register.
  • Review and comment on key contractor plans, procedures, schedules, and costs reports.
  • Monitor contractor performance for compliance to contract requirements.
  • Support contractor HAZOP, model reviews and supplier kick-off meetings.
  • Monitor supplier and subcontractor performance and deliveries for work scopes executed directly by company.
  • Communicate critical project information and status to internal and external stakeholders.
  • Immediately respond to, investigate and take action from reports of unsafe conditions and/or behaviors.
  • Ensuring safety compliance to WLNG’s Occupational Health and Safety programs; promote a true HSE culture leading by example and actively participating in all aspects of supporting the development of safe work plans, JHA, reporting, corrective actions, etc., as required.
  • Ensure compliance to WLNG’s Environmental Management Plans and contractor meets permit requirements set forth by stakeholders, environmental agencies and district of Squamish.
  • Support QA/QC requirements and work with PMT Quality Management.
  • Manage day-to-day field activities of contractor, as assigned, under the supervision of the PCW Project Manager
  • Coordinate field queries (RFI, technical queries, etc.) and scope changes with PMT Site Management, PMT Engineering, PMT Project Controls and PMT Regulatoryamp; Permitting.
  • Support Site Procurement/Subcontracts in the development of supporting technical/construction scope documentation for bidding, technical evaluations and contract awards.
  • Identify and manage change orders related to scopes of work assigned.
  • Review and verify contractor invoices related to scopes of work overseen.
  • Provide information to PMT Project Controls in Houston, as required, for contractor cost and progress reporting/forecasts as well as change management.
  • Support site operations, emergency response and incident management activities, as required.
RequirementsRequirements and Experience
  • A Professional Engineer (P.Eng.) with a Bachelor of Engineering; field project engineering experience preferred.
  • Minimum of 15 years’ experience in the oil and gas, heavy industrial construction, engineering, and other construction-centric work.
  • 5 + years’ experience in LNG major capital projects preferred.
  • Strong project execution experience working in both Client and Contractor organizations.
  • Motivated self-starter with the ability to perform effectively under minimal supervision.
  • Ability to solve technical problems as they arise and make decisions on how a problem’s solution will impact the immediate problem and the system.
  • Be able to regularly shift between planned and unplanned activities, while remaining effective despite the resulting disruptive effects.
  • Must be flexible to work split shifts, overtime, and weekends, as required, to support maintenance and construction schedules.
  • Willing to comply with WLNG’s drug-free and harassment-free work environment and comply with all safety policies and procedures.
  • Have good organizational, computer and communication skills working in a team environment.
Additional Requirements
  • Experience working with large multi-disciplinary teams, contractors in a multicultural environmental is an asset.
  • Communication/interpersonal skills – to be able to interact with front line workers through to management and all hierarchical levels.
  • Willingness to relocate to agreed location for given duration, if required, to support engineering, procurement, fabrication, construction and/or commissioning
  • Willingness to see the project through to final completion and handover to Operations.
  • Experience working with large multi-disciplinary teams, contractors in a multicultural environmental is an asset.
  • Ability to work well under pressure and handle multiple tasks and changing priorities within tight time frames.
  • Ability to work collaboratively within a team environment.
  • Expertise with a variety of computer programs (e.g., Word, Excel, PowerPoint, Navisworks, Adobe Acrobat)
  • Motivated and willing to take ownership of tasks.
  • Energetic in pursuit of continuous improvement processes
  • Squamish Area resident preferred or live locally within 30 minutes-1hr drive is preferred.
  • A valid driver’s licence (with abstract), and passport.
  • Must be comfortable with Marine type environment as site is remote and travel daily is by boat only and is approximately 7km from Squamish.
  • This role will be a combination of office site-based role.
  • The position is based at our Site in Squamish, BC. There may be occasional travel to a local engineering office in the Vancouver area, the EPC contractor’s office in Houston or to the Company’s Vancouver Office.
