EMPLOYMENT OPPORTUNITY The Confederacy of Mainland Mi’kmaqDepartment of Community Services & InfrastructureManager of Community Planning and DevelopmentAbout CMM The Confederacy of Mainland Mi’kmaq (The CMM) is a Tribal Council representing eight Mi’kmaq communities of mainland Nova Scotia. Our mission is to proactively promote and assist Mi’kmaq communities’ initiatives towards self-determination and enhancement of community. The CMM is in the Millbrook Mi’kmaw Community in Nova Scotia and has over 120 Employees. The CMM’s Department of Community Services & Infrastructure is currently looking for an energetic, mature, and independent candidate to fill the role of Manager of Community Planning and Development.Position OverviewReporting to the CMM Director of Community Services & Infrastructure (CSI), the Manager of Community Planning and Development will be responsible for developing, implementing, and overseeing Community Planning and Development programming and services of importance to CMM and its Member Communities. The Community Planning and Development component of the organization is currently in the developmental stage and offers exciting and dynamic opportunities for the successful candidate. Responsibilities will include, at a minimum housing, energy efficiency, capacity building, and strategic and community planning.Overview of Responsibilities

  • Develop, implement, and oversee Community Planning and Development programming and services of importance to CMM and member communities.
  • Lead and manage CSI Projects according to the strategic direction of The CMM.
  • Prepare an annual and multiyear plan (including budget) for the CSI Program for review.
  • Facilitate the preparation, development and review of funding proposals and report that support the multi-year objectives of the CSI Program.
  • Develop and implement procedures and policies relevant to efficient operation of the Community Infrastructure Program
  • Provide capacity development opportunities for communities to work collaboratively with other Tribal Councils, First Nations Organizations, consultants, etc. to share information and build capacity for effective program delivery
  • Communicate and promote the Community Infrastructure Program by providing input to CMM publications, outreach to the communities, etc.
  • Writing reports and preparing PowerPoint presentations as required.
  • Coordinate and oversee the work and priorities of the staff
  • Ensure compliance with Personnel and HR Policies
Position Requirements
  • University degree in Planning, Engineering, Business, or other related fields.
  • Three (3) to five (5) years of relevant working experience,
  • Experience in preparing RFPs and proposals.
  • Knowledge of Strategic and Community Planning , First Nation Housing, Capacity Building and Energy Efficiency.
  • Strong communication and presentation skills, both written and oral.
  • Solid project, program, and HR Management capacity.
  • Ability to work both independently and as a team leader.
  • Interpersonal skills and personal suitability to the organization.
  • Knowledge of First Nation history, culture and current events would be an asset.
  • Must have reliable transportation, drivers’ license, and the ability to travel.
