Job Description

Perennia Food and Agriculture Inc. offers specialized development and consulting services to the agriculture, seafood, cannabis and food processing sectors in Atlantic Canada. Our highly skilled and collaborative team focuses on superior customer service, proactive solutions and innovative approaches to meet our client needs. To assist in this effort, we are seeking a results-driven, high performing financial professional. This position can be based in Truro or Kentville, as per the preference of the successful candidate, with the option to work from home as a hybrid position.The Finance Manager will be responsible for the reporting on the financial health of Perennia by producing financial reports, monitoring performance against budget and forecast, and managing investments and cash flow. In this position you will be responsible for the co-ordination and preparation of financial statements in accordance with Public Sector Accounting Standards, business line financial and project analysis and the standardization of financial reporting for Perennia as well as the managing IT and the accounts payable, accounts receivable and payroll functions. In addition, you will be responsible for providing financial guidance to senior executives for the purposes of key decision making.Reporting directly to the CEO, this position is part of Perennias management team and will be required to work closely and collaboratively with Perennias many teams. This position will also work closely with the Boards Finance Committee. While Perennia is owned by the province, we are a registered corporation with a varied consulting and project portfolio of clients. This position is key in working with the CEO and managers to support an entrepreneurial culture so we can meet our revenue targets. This means working to determine service pricing, cost of service data and financial strategies to support our success.The ideal candidate will have:

  • Bachelors degree in a related field such as Finance, Commerce or Business Administration
  • CPA designation is required
  • Minimum of 5-7 years of relevant experience in a financial management role with some private sector experience and where previous experience working within the government sector would be considered an important asset
  • Familiar with the operations of government reporting entities (GRE) and how to navigate applicable legislation as it relates to GREs. If this is not in your current work experience, demonstrate a willingness to learn this as a priority for this position. Examples of applicable legislation would be the Government Records Act, Finance Act, Procurement Act, Freedom of Information Act, Disposal of Government Assets Act.
  • Superior attention to detail and skills in planning and research and analysis
  • Self-starter who possesses exceptional organizational and communication skills (verbal and written) with the ability to meet stringent deadlines
  • Previous experience developing budgets and forecasts in a collaborative environment working with
  • managers, as well as development and implementation of internal controls, standards, procedures, and processes
  • Familiar with Sage 50 Quantum, XLGL, Dovico (time and expense tracking software) and the Office 365 suite of products would be considered an asset
  • Exceptional Excel skills are required
Specific responsibilities include:
  • Overall responsibility for the financial management system for Perennia to support the delivery of service lines, projects and programs
  • Overseeing Finance and Payroll Administrator and two IT-related positions
  • Liaising with third party vendors with respect to audit, banking and investments
  • Liaise with key government departments on finance-related matters
  • Tracking the companys financial status and performance and identify opportunities for improvement
  • Managing the financial administration of projects/programs at Perennia (duties include reviewing contracts and partnership agreements for financial clauses, reporting on project progress and profit/lost, and working with the finance and projects/programs team to complete and submit claims accurately and on time)
  • Monitoring accounts on an ongoing basis
  • Approving expenditures
  • Coordinating all systems and procedures relating to the administration of projects and accounts, and maintaining records (i.e. database, filing systems, etc.) on all projects and funding sources and financial working papers
  • Executing monthly HST remittances, ensuring that cheques and EFTs are appropriately approved and documented
  • Performing monthly accounting entries including but not limited to bank reconciliations, investments management, fixed assets, revenue and expense accruals, allocation of prepaid expenses
  • Evaluating, advising and recommending on accounting policies, procedures and internal controls
  • Presenting financials at Board meetings
