Job Description

EMPLOYMENT OPPORTUNITYDevelopment TechnicianAbout Tsawwassen First NationTsawwassen First Nation (TFN) is a proud Coast Salish nation whose land base is locatedsouth of the Fraser River on the Salish Sea. TFN is a modern treaty First Nation under theterms of a Final Agreement with Canada and British Columbia that became effective in 2009.The Tsawwassen First Nation Final Agreement is the first modern urban treaty in BritishColumbia, and the first to be negotiated through the BC Treaty Commission process.TFN is now going through a period of revival and renewal as we plan our future and worktowards our goal of becoming a strong, self-sufficient, and sustainable First Nation for presentand future generations.Specific Responsibilities

  • Under the direction of the development engineer, assist with engineering responses to
development proposals ensuring compliance with applicable by-laws, guidelines, andregulations.
  • Ability to read, and interpret engineering plans, specifications and contract documents.
  • Review and provide direction to contractors and developers for traffic management
plans, construction management plans, sanitary flushing procedures, and watermaincommissioning plans.
  • Oversee the construction of works and services including the preparation of engineering,
construction documentation and field inspections.
  • Participate in project meetings with consultants, contractors, public and stakeholders.
  • Prepare formal reports, memos, and documents. Provide reporting of work progress and
issue construction memos to contractors as needed.
  • Coordinate with utility agency requirements for permits within public rights-of-way, utility
easements etc.
  • Assist with the collection of municipal spatial data using GPS.
  • Assist with development of policies, bylaws, and standards as necessary.
  • Other duties as necessary.
Working ConditionsWork is performed with a mix of indoor office environment and outdoor field environmentactivities. Off-site travel and extended hours are occasionally required for meetings, fieldinspections, and attending conference and training events. The development technician reportsto the land development engineer.This position includes an optional hybrid remote work/in-person component, subject to theapproval of the department Manager. On rare occasions, some evening or weekend work maybe required depending on operational needs.Qualifications
  • Diploma in Civil Engineering Technology plus a minimum of one to five years of related
experience with sufficient depth of experience in the design review, constructioninspection, and administration of regulations in a municipal environment.
  • Registration or eligibility for Registration with ASTTBC as an AScT.
  • Understanding of MMCD
  • Ability to exercise independent judgment and decision making.
  • Effective written & verbal communication skills including the ability to prepare public
reports.
  • Ability to assist in negotiations with external groups such as developers, contractors,
consultants, regional third-party utilities, and the public.
  • Excellent customer service and interpersonal skills.
  • Strong time management skills and a demonstrated ability to manage multiple priorities
and deadlines.
  • Proficiency with computer programs (MS Office).
  • Ability to work outside in all weather conditions, including accessing sites in steep or
difficult terrain.
  • Class 5 BC Driver’s License and the use of a reliable personal vehicle.
