In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty provides us municipal, provincial and federal types of jurisdiction over a land base of 724 hectares.Tsawwassen First Nation is a full member of Metro Vancouver, the first First Nation to do so. We are going through a period of revival and renewal as we plan our future and seek opportunities to sustain our growth physically, economically and culturally, for present and future generations.Position SummaryReporting to the Manager of Government Services, the Leaseholder Relations Coordinator (the “Position”) is responsible for providing strategic advice, interdepartmental coordination and policy development related to Tsawwassen Government’s local government responsibilities and treaty obligations to leaseholders. The Position serves as the lead on matters related to TFN’s leaseholder community, coordinates Non-Member representation and participation in Tsawwassen Government decision-making, and develops and oversees processes for responding to feedback and service requests from Members, Non-Member residents and leaseholders.Working RelationshipsThe Position reports to the Manager of Government Services. The Position must maintain effective working relationships with elected and appointed officials of Tsawwassen Government, external consultants, and legal counsel. The Position will work closely with other Tsawwassen Government departments, particularly the Lands and Municipal Infrastructure department. The Position will also establish strong working relationships with Tsawwassen Members, Non-Member residents and leaseholders.Specific ResponsibilitiesDevelop and maintain expertise in Tsawwassen Government’s obligations to Non-Member residents and leaseholders under the Final AgreementBuild and maintain relationships with the Non-Member resident and leaseholder community, key individuals, and other organizations, including other governments where appropriateServe as a key point of contact for Non-Member residents and leaseholdersLead Tsawwassen Government’s consultation with Non-Member residents by coordinating the Non-Member Consultation Committee, including by preparing meeting agendas and minutes and working with other Tsawwassen Government departments to address action items arising from meetingsLead the transition to a new Non-Member consultation model to accommodate the growing Non-Member population on Tsawwassen Lands and ensure participation and representation for Non-Members in Tsawwassen Government decision-making as required under the Final AgreementReceive, prioritize and coordinate responses to Member, Non-Member resident and leaseholder queries and comments related to Tsawwassen Government’s local government and landlord obligationsWorking with other Tsawwassen Government departments, develop and implement a process for receiving, tracking, and responding to specific service requests from Members, Non-Member residents and leaseholdersCoordinate, research and recommend public policy positions, communications and briefing materials to advance TFN interests on local government issues and ensure compliance with the Final Agreement, Tsawwassen law, and lease agreementsWorking ConditionsWork is performed primarily indoors in an office environment. Off-site travel is occasionally required to attend meetings, committees, conferences, and training events.
