Major responsibilities include providing advice and consultation to work with supervisors, researchers and technicians and supporting the School's Safety Committee. In addition, the incumbent will help advise, develop and maintain safety programs in areas such as site-specific safety inspection protocols, safe work procedures, and investigations. Furthermore, the position is responsible for developing and communicating workable OH&S approaches, providing training on the application of OH&S elements, reviewing the effectiveness of OH&S systems in place, and conducting risk assessments. This position will work with research supervisors and teaching lab instructors to ensure all appropriate safety policies and procedures are in place.Organizational StatusThe Faculty of Applied Science is one of the four largest Faculties at the University with Engineering Departments and six Engineering Programs in Vancouver, the School of Engineering at UBC Okanagan as well as the School of Nursing, School of Architecture and Landscape Architecture, and the School of Community and Regional Planning on the Vancouver campus. The UBC Okanagan School of Engineering is one of the newest engineering schools in Canada providing undergraduate and graduate degrees in civil, electrical, mechanical and manufacturing engineering.Work PerformedESSENTIAL JOB DUTIES and MAJOR RESPONSIBILITIESCoordinates all aspects of the School of Engineering Safety program by:Developing, promoting, implementing and administering occupational safety and environmental programs for multiple instructional programs and research within the SOE;Coordinating the activities of the School of Engineering Local OH&S Committee;Advising the School of Engineering Local OH&S Committee regarding non-compliance with lab safety requirements;Working closely with faculty members to ensure all safety policies and procedures are in place and in compliance;Developing and implementing laboratory and shop safety procedures and training programs in consultation with UBC's Health, Safety and Environment (HSE) department, Workplace Hazardous Materials Information System (WHMIS), WorkSafe BC regulations and federal, provincial and municipal regulations;Coordinating and/or delivering safety training for all employees and students to receive the necessary training to operate equipment and perform experiments;Working with UBCO HSE to ensure that all employees and students have completed the required safety training/certifications (e.g. Chemical Safety, Biosafety, Radiation Safety, LASER Safety);Participating in the HSE inspection process and working with researchers to ensure and impart HSE’s Lab Review recommendations;Providing comprehensive occupational hygiene, safety and environmental services including risk assessment and advice on compliance and hazard controls;Acting as a resource for implementing JOHSC committee recommendations within the SOE;Providing guidance, supporting, and acting as SOE resource for UBCO Provost and VP Research Joint Occupational Health and Safety committee;Providing training in various technical, programmatic and managerial safety / environmental topics;Developing and creating tools and resources for lab instructors, technicians and researchers to conform with OH&S standards, health and safety regulations, SOE and UBCO policies, including assisting in the development of departmental safety program manuals and procedures;Developing practical and compliant solutions to resolve departmental health and safety non-conformance issues and recommending associated courses of action;Working with the SOE OH&S committee representatives, investigating accidents and recommending any corrective actions required;Gathering data and preparing reports on safety program outcomes and activities, and monitoring progress;Providing guidance on administrative controls or procedures that ensure health and safety and compliance with regulatory requirements;Remaining current with changes to applicable OH&S legislation and emerging issues/trends in occupational health and safety management systems concepts, and analysing and communicating the impacts to affected SOE groups;Supporting SOE supervisors in accident reporting and associated Workplace Reintegration and Accommodation processes;Researching and promoting adherence to Safety Best Practices and improvements above minimum safety requirementsProvides research support by:Working closely with researchers and research assistants to ensure projects, laboratories and research schedules are met and that all safety aspects are implemented;Building or fabricating test fixtures as needed using sketches, schematics, functional drawings and/or as per researcher's instructions;Assisting with adapting, modifying and maintaining equipment and providing troubleshooting support to researchers and research assistants as it relates to safety and environmental compliance;Developing solutions to technical problems and applying or recommending corrective or alternative methods;Assembling and testing research equipment prior to use to verify proper operational status.Adapting, modifying, servicing and maintaining test equipment per established maintenance schedules and manufacturers specifications;Arranging for and overseeing the repair of instruments that need service calls.Reconciling VISA card purchases.Trains users in new techniques and provides support by:Understanding equipment functions and training users in the safe operation of undergraduate laboratory equipment and test setups. Instruction may be in the context of one-on-one training sessions or small groups;Assisting laboratory staff to develop policies, procedures, checklists and other administrative instruments to help labs develop systems to promote safety within the lab;Establish, build and promote a healthy and proactive safety community with the SOE;Communicating and encouraging safe operating procedures;Documenting training procedures and compiling equipment use manuals.May support the undergraduate teaching labs by:Setting up undergraduate teaching lab equipment and test setups utilizing lab manuals and approved school procedures;Assisting teaching assistants and students with the operation of lab equipment;Servicing and maintaining test equipment as per established maintenance schedules and manufacturers specifications;Assembling and testing lab equipment prior to use in lab to verify proper operational status;Maintaining and repairing equipment if necessary.Consequence of Error/JudgementUnder supervision of the School of Engineering Lab Manager, this position is responsible for ensuring that the development and implementation of department and building Safety Management Systems at the SOE conforms to established Occupational Health and Safety standards, policies and guidelines, focusing on the requirements of the BC Workers' Compensation Act and Occupational Health and Safety Regulation and the BC Environmental Management Act and Regulations. Student and lab safety is paramount. Failure to follow safety guidelines could result in personal injury or loss of equipment. Poorly maintained equipment could cause injury to students or be detrimental to the outcome of experiments causing loss of time and valuable research information.Many research programs depend on the operation of this facility. Poor decisions regarding safety procedures and/or poor maintenance of the facilities could prove a risk to users. Errors in this context could result in personal injuries, expensive repairs and unavailability of equipment needed for teaching and research. Improper time management could lead to delays in providing lab results or access to users thus negatively affecting outcomes.Supervision ReceivedThis position receives minimal supervision. The employee is expected to initiate tasks and to complete them autonomously. This position will receive broad direction from the School of Engineering Lab Manager, and may receive direction from professors who they are assisting.This position will also interact directly with faculty and staff. The incumbent will work closely with UBCO Health, Safety and Environment staff. Work is performed independently within the established program and guidelines. Work is subject to periodic review and consultation by the School of Engineering Lab Manager, to determine that the quality and quantity of work performed meets established program objectives. The position will keep the Manager informed of ongoing activities and will consult on major problem areas or deviations from established program objectives.Supervision GivenThis position does not directly supervise full-time or part-time staff, but may provide assignments and direction to technical support staff. The incumbent will also assist in the supervision and training of colleague employees, graduate students and teaching assistants to support research, student projects and undergraduate teaching labs.Approximately 20-30 students (Teaching Assistants and Graduate Students) will be provided with safety training on experiments and on various pieces of equipment. It is estimated that this position will spend 50% of their time training students.QualificationsCompletion of four years of post secondary degree in a relevant discipline. Over two years' experience in private sector or educational laboratory environment is required, or an equivalent combination of education and experience. Experience with occupational safety or as a Safety Officer would be an asset. - Ability to carry out complex tasks with little supervision;Solid skills in judgement, decision-making and problem solving;Effective organizational skills, ability to multi-task with demanding timeframes and prioritize assignments with sometimes conflicting deadlines;Excellent communication and interpersonal skills to communicate effectively with all levels of staff and faculty, both verbally and in writing;Ability to use sound judgment in responding to issues and concerns;Excellent computer skills using Microsoft Office products and the ability to learn new systems as they come on line;First Aid certification is an asset;Ability to comprehend and interpret University policies, procedures, manuals, handbooks and reports;Thorough understanding of UBC policies and provincial workplace safety legislation;Ability to comprehend and interpret University policies, procedures, manuals, handbooks and reports;Ability to use sound judgment in responding to issues and concerns.
