BCCSU seeks to improve the integration of best practices and care across the continuum of substance use through the collaborative development of evidence-based policies, guidelines, and standards. With the support of the Province of BC, BCCSU aims to transform substance use policies and care by translating research into education and care guidance, thereby serving all British Columbians.The BCCSU seeks to achieve these goals through integrated activities of its three core functions: research and evaluation, education and training, and clinical care guidance.Organizational StatusReporting to the Senior Director, Administrative Services, the Manager, Information Technology (IT) Systems is a key member of the administrative core for the British Columbia Centre on Substance Use (BCCSU), providing leadership and guidance in IT service delivery, IT support (network, hardware and software), and systems management for the BCCSU. Leads in the management of IT infrastructure systems and services working collaboratively with external service providers to support the BCCSU at their 5 locations within Vancouver.The Manager, IT Systems acts as both umbrella management for IT support services and management of IT system delivery, both internal and external facing systems. The Manager, IT Systems builds the strength of the administrative core supporting and managing the IT infrastructure of the BCCSU; develops, promotes and maintains effective relationships; and ensures consistency and adherence to privacy policies, practices and service delivery within the BCCSU in conjunction with the University of British Columbia (UBC) and Providence Health Care (PHC).Collaborates with other Managers and Directors within the core administrative team to ensure an integrated and seamless service delivery model. Must demonstrate exceptional ability to support the expertise and commitment of the BCCSU to the highest professional standards.Work Performed

  • Responsible for support and provision of internal and external facing IT infrastructure, IT services and support including computer networks and user connectivity, email, and other support services.
  • Software and hardware procurement for the Centre, while maintaining strong relationships with external vendors
  • Maintains security and integrity of Local Area Network.
  • Manges partnerships and associated services with UBC, SFU, PHC, PHC Research, Centre for Health Evaluation and Outcome Sciences, Heart Lung Institute IT teams and other partners on matters impacting BCCSU staff using and/or accessing their applications and systems.
  • Designs, develops, implements and coordinates systems, technical environment and interfaces including, but not limited to: data backup, file sharing, security/firewall, email, Microsoft Teams, etc.
  • Works as IT lead for database platform installations and maintenance (Oracle, Redcap, etc.)
  • Collaborates with BCCSU Directors to ensure the IT roadmap is supporting the organizational strategy by identifying operational requirements and priorities.
  • Develops procedures and standards to ensure system integrity and security access for all users. Ensures the maintenance of system documentation; identifies and manages required training for staff.
  • Provides computer helpdesk support and troubleshoots problems including Windows and MacOS computer systems, common desktop applications and equipment.
  • Procures, configures BCCSU-related services and manages smartphones and PDAs
  • Participates in committees and meetings internal/externally as required.
  • Provides support with video recording, projectors, monitors, computers, phones, webinars and related items.
  • Performs other related duties as required.
Consequence of Error/JudgementInappropriate judgement, errors in decisions, and failure to exercise tact and courtesy while dealing with staff, faculty & suppliers, could result in negative consequences to the reputation of the principal investigators and the research centre.Supervision ReceivedThis position will work independently and report to Senior Director, Administrative Services.Supervision GivenThis position provides coaching and training for the user-community.Minimum QualificationsUndergraduate degree in a relevant discipline. Minimum of two years of related experience, or the equivalent combination of education and experience.Preferred QualificationsUndergraduate degree in a relevant discipline. Degree in a computer science field or a related discipline preferably in an academic health sciences environment.
  • Comprehensive knowledge of service management, IT support, IT infrastructure services and IT service delivery and operations.
  • Understanding of databases and electronic data capture.
  • Comprehensive knowledge of IT security data security, and privacy policies.
  • Demonstrated understanding of cloud computing.
  • Demonstrated skill in commercial control and management of the outsourced providers.
  • Knowledge of privacy policies and requirements in the research and clinical sector.
  • Aptitude for detailed work.
  • Ability to plan, organize, prioritize and complete projects.
  • Ability to communicate with and deal effectively with all levels of staff and stakeholders.
  • Sensitivity to working with marginalized populations, such as people with substance use disorders and an understanding of the importance of equity, diversity and inclusion.
  • Keys to success include a growth mindset, open to new challenges and a proactive approach.
  • Understanding of the importance of following COVID safety protocols and being empathic towards others during this challenging time.
  • Experience in healthcare research is preferred but not required.
