Job Description

The Senior Manager provides direct operational oversight for multiple SHSS (Specialized Homes and Support Services) staffed homes and supervises Program Managers within the Vancouver Island region. This role ensures clinical excellence, trauma-informed service delivery, regulatory compliance, and alignment with the SHSS Service Plan across all assigned programs. The Senior Manager plays a key role in workforce development, strategic planning, and maintaining high standards of care for children and youth with complex needs.REPORTS TO:Regional ManagerSUPERVISES:Program Managers, Assistant Managers, Program Coordinators, and indirectly Staffed Home EmployeesPrograms: SHSS Staffed HomesLocation: Vancouver Island (Travel Required)KEY DUTIESamp; RESPONSIBILITIES:Program Developmentamp; Implementation

• Develop, implement, and evaluate programs for children and youth in SHSS staffed homes.
• Lead and support development of individualized SHSS Service Plans and ensure alignment with regulatory and licensing standards.
• Monitor staffed homes to ensure they meet the physical, emotional, and behavioral needs of children/youth.

Staff Supervision, Trainingamp; Development

• Supervise and coach Program Managers who each oversee multiple SHSS staffed homes.
• Provide guidance, mentorship, and support to frontline and supervisory staff in program operations.
• Facilitate professional development planning and ensure team training in trauma-informed care, crisis response, and SHSS-specific requirements.

Clinical Supportamp; Strategic Leadership

• Lead the implementation of SHSS Service Plans, transition planning, and care team coordination.
• Facilitate access to supplemental supports including clinicians, therapists, and cultural supports.
• Participate in strategic planning and development of SHSS services regionally.

Program Monitoringamp; Quality Assurance

• Conduct regular audits, documentation reviews, and licensing preparedness checks.
• Oversee behavioral intervention plans, data reporting, and continuous quality improvement initiatives.
• Ensure compliance with SHSS, MCFD, and internal operational policies.

Crisis Responseamp; Risk Management

• Coordinate crisis response planning in collaboration with Program Managers and regional leadership.
• Lead implementation of ongoing risk management activities including incident follow-up and safety planning.

Occupational Healthamp; Safety

• Manage and monitor regional OHS initiatives including WorkSafeBC compliance, workplace inspections, and reporting.
• Lead efforts to maintain safe environments for children, youth, and employees.

Collaborationamp; Stakeholder Engagement

• Liaise with internal departments, MCFD, CLBC, Indigenous partners, and community stakeholders.
• Provide updates and collaborate with families, guardians, and advocates to support youth care goals.

Administrative Dutiesamp; Labor Relations

• Manage personnel files, scheduling, payroll inputs, and financial tracking within assigned programs.
• Collaborate with Human Resources on recruitment and advise on labour relations matters.

QUALIFICATIONS:

• Post-secondary diploma or degree in Child and Youth Care, Social Work, Psychology, or related field.
• Minimum 5 years of related experience, with at least 2 years in leadership roles in youth residential services.
• Experience delivering or managing trauma-informed care, SHSS, or similar complex programs.
• Knowledge of SHSS funding models, licensing standards, and collaborative care practices
• Class 5 (Class 4 preferred), current First Aid/CPR, and clear Criminal Record Check.
