The BPA is responsible for developing, improving and implementing policies, standards, business processes and systems in the areas of credit management, billing, revenue recognition, collections, reporting and KPIs to enable and support the City’s business units to effectively manage their financial and business functions.. Recommendations made by this position result in changes in methods, processes, resources, and procedures that may impact operational areas as well as staffing workloads, working conditions, and changes in positions or staffing levels.Key Contacts and Reporting RelationshipsThis position reports directly to the Manager, Continuous Process Improvement in Finance, Risk and Supply Chain Management and works closely with directors, managers and staff in Finance, Risk and Supply Chain Management as well as key business representatives across the City. Works with front-line supervisors, departmental subject-matter-experts, external vendors, consultants and other organizations.Specific Duties & Responsibilities

  • Review business process documentation of the existing central accounts receivable, rental billing functions and related commodity tax application.
  • Responsible for documenting and improving processes and procedures to ensure accurate fiscal period close in Accounts Receivable and Financial Reporting.
  • Responsible for setting up, and monitoring the process for review and approval of monthly financial transactions, credit reports, collection parameters and account reconciliations
  • Develops, recommends, documents and implements improvements to corporate financial policies and standards.
  • Provides advice to City staff on the application of commodity taxes (ie. GST, PST and Non-resident tax) legislation as it relates to collection & remittance of such taxes related to invoicing and stays up to date with the relevant legislative changes
  • The Account Receivable and collection value streams and processes that the role will be working on will be cross functional in nature and require the candidate to engage a number of business units and departments
  • Collect and analyze data to complete a current state analysis and optimize solutions
  • Identify implications and make recommendations for changes in processes and procedures that may impact on operational areas as well as staffing workloads, working conditions, and changes to positions or staffing levels.
  • Prepares and conducts presentations to, and/or facilitates decision-making for Department Management teams, Division/Branch Heads, Project Steering Committees, and Business Unit Managers.

QualificationsEducation and Experience:
  • A related bachelor’s degree (i.e. Commerce, Business/Public Administration, Public Policy or Economics).
  • A minimum of seven years of proven experience in process documentation, business process reviews, and reengineering techniques. Training, experience and knowledge in quality improvement tools, techniques and methodologies such as Lean and/or Six Sigma.
  • A minimum of five years’ experience at management level within the public sector or a similarly large multi-stakeholder organization. Management experience to effectively lead a business consulting team. Demonstrated experience implementing a business process re-engineering change.
  • Lean Six Sigma and/or Business Analyst certification (IIBA) certifications preferred.
Knowledge, Skills and Abilities:
  • Detailed knowledge of business practices related to financial accounting in effect at other local and more senior governments, and in private industry.
  • Detailed knowledge of working with advanced complex financial systems such as an ERP system e.g. SAP, Oracle, PeopleSoft, etc.
  • Good working knowledge of complex fund accounting, revenue recognition and financial reporting requirements under PSAB
  • Strong knowledge on application of commodity taxes (especially as they apply to sales and billing)
  • Ability to focus on reporting and monitoring of ageing receivables and collection efforts and ability to create reports for presentation to management
  • Excellent verbal and written communications skills and presentation skills, across all levels of the organization.
  • The ability to think innovatively, solve complex problems and present solutions in clear and compelling terms.
  • Demonstrated ability to work with technical and non-technical staff.
  • Ability to manage change and assist people with adapting to change.
  • Ability to analyze and anticipate implications of system changes on work processes and procedures.
  • Ability to solve complex problems and build relationships.
  • Ability to build constructive and effective relationships at all level of the organization.
  • Ability to manage multiple priorities, large workloads and multi-task effectively.
  • High level of proficiency with MS Office applications.
