Project overviewCovid-19 has restricted some of the face-to-face work planned by development institutions in the agricultural sector for 2020/21, especially physical and field-based training on good agricultural practices (GAP). Farm Radio International is therefore suggesting alternative, distance-based and remote-led approaches for their RECOVER project funded by GIZ. FRI will be working in seven countries where need for such services exists, three in West Africa and four in East and Southern Africa: Mali, Côte d’Ivoire, Togo, Ethiopia, Malawi, Zambia and Mozambique.The key areas of content proposed for interactive radio programs in the RECOVER project are 1) Basic hygiene, 2) Nutrition, 3) Gender Equality and 4) Agriculture, including Good Agricultural Practices on two or three specific value chains per country, all in the context of Covid-19. Audience research, and consultation with stakeholders and content specialists will guide detailed program content.FRI and Radio Resources overviewFarm Radio International (FRI) is a Canadian non-profit organization at the forefront of ICT-enabled extension and communication for scale. FRI’s interactive rural radio approach addresses the information, communication and extension needs of millions of small-scale farmers, rural entrepreneurs and citizens. FRI’s core expertise is participatory, collaborative, results-based program development combining radio and mobile phones, other ICTs and face-to-face interaction. FRI has developed a series of interactive radio-based approaches tailored to achieve different outcomes: awareness, knowledge; market linkages; application and adoption of good agriculture and health practices; and changes in attitude and behavior.FRI is executing projects in fourteen countries in sub-Saharan Africa, including Burkina Faso, Ethiopia, Ghana, Kenya, Malawi (with Farm Radio Trust), Mali, Mozambique, Nigeria, Senegal, Tanzania and Uganda.Thousands of broadcasters at radio stations across Africa use our resources and training programs to improve their programs on agriculture and rural development. We also facilitate a community of practice amongst our members and networks through online discussions, courses and resource sharing. The self-guided modules created in the context of this work will be essential resources for our network.Goals and target audienceThe focus of this call is on the revision and update of an existing self-guided learning module as well as the creation of a new self-guided learning module.The aim of the self-guided modules is to provide broadcasters and key stakeholder groups with learning tools that are made more engaging for learners through use of images and interactive activities. Learners can do the modules as many times as they want and at a time that is convenient for them.The revision and update of the existing self-guided module (FRI’s VOICE standards module) is needed because of the evolution of the concept that it presents. We want to streamline the module as well as give it a bit more of a contemporary look. We are also wanting to make it compatible with the program we use for our other modules to enable consistent data on completion, etc.The second module on Social and Behaviour Change Communication (SBCC) will give stations some foundational knowledge on the subject and, hopefully, encourage them to create programs that help rural people make informed decisions to improve their lives and the lives of their communities.Scope of Work and deliverablesBy the end of the consultant’s engagement we want the two elements detailed below in place. Farm Radio International can make a commitment to invest the time of some of its staff in the process.We expect that the proposal will include a plan for how they plan to conduct the revision and update as well as the creation of the new self-guided module.Revised and updated self-guided module in English, French and PortugueseVOICE standards for Farmer Programs, update of existing self-guided moduleSelf-guided learning modules in English (and French if possible) based on FRI contentSocial and Behaviour Change Communication (SBCC)FRI will provide the instructional designer with content for each of the modules, but would require the designer to create graphics and learning activities based on the content.
