The position will document available information on suspected non-compliant operators, following the program’s Standard Operating Procedures (SOPs). Monitoring and associated information collection represent critical program activities that inform decisions by senior staff to escalate operator files for licence audits, property inspections, warning letters, fines, prosecution, and injunctions. The position will populate forms and evidence templates to execute and justify directed enforcement actions.Specific Duties/Responsibilities

  • Compile STR operator profiles, based on a provided, prioritized list of operators/ listings, that summarize advertised business activities and supplemental information about the property, owner, operator, and infraction.
  • Use internal and external sources to build more complete information packages on suspected noncompliant STR operators, including making logical linkages between available information.
  • Develop operator profiles, by populating a template with information found from pre-defined sources. These profiles will be presented to an enforcement committee, which includes senior staff, for decision regarding any escalation of enforcement.
  • Support the review of incoming standard licence audit documents. Escalate complex cases or uncertain documentation to STR Enforcement Coordinator for direction.
  • Refer operator case files with suspected zoning, building, property use or fire by-law violations to Enforcement Coordinator with recommendation for Property-use inspections or other specific investigation.
  • Complete clerical work, including completing prosecution documentation forms that outline operator infractions, either through a Bylaw Violation Notice (BVN), Municipal Ticket Information (MTI), or a memo recommending long-form prosecution.
  • Develop complementary evidence packages that meet standard for evidence as defined by a SOP. If prosecution case is taken to court, the Clerk may be required to appear in front of a judge to explain their work in collecting evidence and the STR program methodology.
  • Run summary reports on internal systems to withdraw relevant information.
  • Support accurate, diligent tracking of the status of operator case files to ensure the integrity of program metrics.
  • Enter operator information into internal systems.
  • Respond to phone / email contact from 311 or the public. Provide detailed information on operator compliance, licensing, and enforcement to the public and to other departments.
  • Populate and send warning letter template with specific operator information.
  • Recommend and implement improvements to program workflow processes.
QualificationsEducation and Experience:
  • Completion of High School coursework, preferably supplemented by training in IT or Communications courses.
  • Considerable related experience in a clerical position that involves understanding, synthesizing, and presenting ambiguous pieces of information.
Knowledge, Skills and Abilities:
  • Adept with navigating digital channels and extracting relevant information.
  • Ability to use creative research channels to source necessary information to meet a defined prosecution standard for evidence.
  • Demonstrated proficiency using Microsoft Word and Excel to present information with clarity.
  • Working understanding of the bylaws, policies, procedures, and regulations pertaining to all City operations.
  • Knowledge of modern office practices and of business English, spelling, punctuation, recordkeeping and arithmetic.
  • Ability to work effectively with competing and changing priorities with frequent interruptions within a multiple task environment
  • Ability to solve problems and perform duties consistently in accordance with prescribed policies and procedures.
  • Ability to speak and write with professionalism and diplomacy when communicating with citizens about City regulations.
  • Working knowledge of POSSE, AMANDA, Lagan, VanMap, and Tempest would be considered an asset.
  • Understanding of the sharing economy and familiarity with short-term rental industry would be considered an asset.
