Date: Oct 9, 2022Location: Vancouver, British Columbia, CanadaCompany: Trans MountainThe Trans Mountain Expansion Project will provide increased capacity to support Canadian crude oil production growth and ensure access to global energy markets. The largest project in the pipeline’s history, it involves installing approximately 980 kilometres of new pipeline, as well as new and modified facilities.Trans Mountain is seeking Field Construction Managers with pipeline construction experience across various site locations in British Columbia. Field Construction Managers are responsible for the day-to-day oversight and management of the Expansion Project field support resources throughout the construction execution. They will ensure the successful execution, quality control, regulatory compliance, landowner relationships, and closure of the construction scopes by the Project Charter and Project Execution Plan. The Field Construction Manager interfaces with the General Construction Contractor (GCC) on a day-to-day basis to ensure Inspection, Safety and Environmental resources align with the daily planned field activities of the GCC. They will also be responsible for daily and weekly reporting of construction progress to the Project Manager and for assisting the Project Manager in maintaining schedule and cost objectives through interfacing with the GCC regularly.The role includes management of direct hire contractor resources in support of pipeline construction including field inspectors, logistical planning for camps, pipe yards, and construction laydowns, right-of-way access roads, and traffic management. The Field Construction Manager shall support all of the Owners objectives inclusive of Safety, Environmental Compliance, and Regulatory compliance through proactive planning and maintaining positive relationships with all internal and external stakeholders.Key Responsibilities

• Ensures that all construction activities are carried out safely and all personnel adheres to the safety standards of the company.
• Review all drawings and technical specifications for scope compliance and constructability.
• Coordinate and liaison through the Regulatory/Lands Manager, to ensure that copies of all governmental, regulatory and/or permits required are in place with compliance of contractors on site.
• Is responsible for providing construction input into cost estimates.
• Is responsible, through the Engineering and Project Manager, for assuring that the construction work complies with governing codes, technical specifications, and design drawings.
• Respond to technical questions relating to the drawings and specifications when and if they arise, obtaining assistance from the Engineering Consultants as required.
• Communicate and approve, through the Engineering and Project Manager, any design changes and/or contract extra scope.
• Co-ordination of field resources based on contractor schedules and work sequence to ensure compliance with the project schedule objectives and start-up plans.
• Strategic and tactical direction for pipeline construction execution.
• Management of Consultant and field resources in support of construction work planning, organization and site issues including survey, access plan, traffic management.

Qualifications and Professional Experience

• A minimum of 20 years of experience in the planning and execution of complex large bore pipeline construction projects.
• Experience successfully planning and executing major projects.
• Understanding of mechanized welding procedures and machines.
• Experience leading a multi-disciplinary team of construction professionals.
• Experience leading interaction with regulatory agencies (CER/NEB).
• Experience creating and managing budgets including justification, prioritization and rationing, forecasting, and reporting.
• Ground disturbance level 2 and a good understanding of Damage Prevention rules and guidelines.
• Understanding and knowledge of HDD, Direct pipe and auger bore crossings for rivers, creeks, streets environmentally sensitive areas.
• Have a good understanding of environmental concerns for a project that is under scrutiny from protests.
• Working knowledge of CSA 662 last edition.

• Ability to analyze and troubleshoot complex problems and make sound decisions.
• Excellent verbal and written communication skills.
• Strong organizational skills.
• Ability to attend to detail and work in a time-conscious and time-effective manner.
