Reporting to the program controls manager, the senior cost controller will provide the program manager and project managers with viable information for effective management and cost control of the various projects and will be accountable for implementing robust processes, checks and balances to determine Budget, Actual Cost and Estimate at Completion(EACs) of projects. The Cost controller must demonstrate an aptitude for efficiency, problem solving, and resourcefulness with a deep commitment to the Program goals.Your Key ResponsibilitiesTo perform this role successfully, the candidate will be responsible for but not limited to the following:

  • Optimize cost control tools and processes in compliance with the delivery strategy specific to each of the various projects.
  • Develop and implement project cost control strategies and methods in the program’s cost control system
  • Participate in the preparation of the required management plans and ensure follow-up and control to identify discrepancies.
  • Provide support for the development of the detailed work breakdown structure (WBS) and cost breakdown structure (CBS).
  • Carry out project budgetary planning, and cost monitoring, change management, strategic planning, and closeout.
  • Apply best cost estimate practices and Earned Value Management (EVM) techniques.
  • Prepare monthly cost control and project progress reports, cost variance analysis reports, change logs, and dashboards, based on established standardized criteria in terms of content and presentation (budgets, commitments, changes, variances, performances), and according to the approved work breakdown structure.
  • Ensure regular communication with project team and other stakeholders regarding program Key Performance Indicators (KPIs), current budget, actual cost and forecast to complete. Monitor, analyze and discuss discrepancies and propose corrective measures.
  • Identify, evaluate, and communicate financial risks and contingency planning with the program/ project managers.
  • Control the quality of all project management reports/dashboards to be in compliance with program standards.
  • Control and check the program invoices and follow up on approval and payment. Work with the accounting department to ensure alignment/balance with financial statements and other financial reports.
  • Issue Purchase Orders and Subconsultant agreements and change orders, and maintain an agreement and change log.
  • Review and process all Subconsultant Invoices and assist Consultants with any compliance issues
  • Post all commitments (purchases and contracts) and ensure integration of changes to commitment once approved.
  • Work with the project team (and contract administrator) on contract budgets, progress payments, invoicing processes, contract amendments and closeout.
  • Provide the technical support to all contractors to ensure the project cost control systems and processes are maintained to program standards.
  • Participate in regular meetings with project managers and other stakeholders (internal and external) to review the progress of the project and the achievement of project objectives and results.
  • Ensure compliance with all Federal, Provincial, and local regulations, particularly applicable funding agreement requirements.
  • Other related duties assigned.
QualificationsYour Capabilities and Credentials
  • In-depth knowledge of project finance and contract administration obtained through experience and education.
  • Strong computer skills: Microsoft Office (Excel, Word, Outlook, PowerPoint, Teams, SharePoint and Power BI)
  • Experience in using cost engineering software (e.g. e-builder, Ecosys, Prism, Unifier)
  • Experience in the operation and analysis of databases, software, and standards, as well as data retrieval methodologies.
  • Strong analytical skills to review cost control information and ensure accuracy as well as identify issues, concerns, and potential mitigations.
  • Excellent time management skills detailed oriented and resourceful. Must be able to successfully work both collaboratively and independently.
  • Strong communication and interpersonal skills with aptitude in building relationships and credibility with professionals at any level in the organization.
Education and Experience
  • University degree in engineering or finance with 5-10 years of experience in Project Controls on large projects (design and construction experience preferred)
  • Project Management Professional (PMP) or AACE Certification is highly desired.
