The position provides financial decision support to enable the City to meet its strategic objectives and goals and leads the development of policies and processes to support the effective financial management of departmental resources.The Position works with Finance, Risk & Supply Chain (FRS) and PDS & DBL department colleagues as a trusted business partner in the development of Service Plans that link to the Corporate Plan, effective operational & performance metrics, continuous process improvement, and other initiatives.Specific Duties & ResponsibilitiesStrategic Financial Analysis:Provide on-going support to stakeholders through analyzing results, providing meaningful insights and key performance measurementsSupports management in developing and analyzing business cases, determining the financial implications for all major decisions, ensuring value for money, return on investment, productivity and service delivery analysis, quantifying impacts on budgets and forecastsReviews and recommends improvements to internal controls, City policies, business processes & procedures related to PDS & DBL. Works across and consults with various business units to implement improvements.Ensure compliance with established financial policies and procedures for the correct accounting and recording of transactions, programs and project costing and cost allocationOther duties/responsibilities as assignedBudgeting, Reporting and Forecasting:Coordinates all aspects of PDS & DBL operating and PDS capital budget process; works with subject matter experts to provide inputs and assumptions and monitor Operating & Capital budget expenditures, revenues and recoveriesPrepares monthly, quarterly, and year-end variances analysis, forecasting and reporting; reviews results with department leads; works to identify significant risks, and recommends mitigation strategiesProvides financial and budget management to support major project leadsSets up WBS numbers for approved capital project and creates orders for each project manager to support project budget management and monitoringOther duties/responsibilities as assignedCouncil Reports:Support the development of Council Reports and City Manager’s Minutes to ensure operational and strategic alignment with city objectivesValidates financial implications and funding sourcesReviews overall quality of report and make recommendations for improvementsProvides oversight on implementing Council decisions that have financial implicationsOther duties/responsibilities as assignedQualificationsEducation and Experience:Bachelor’s Degree in Business Administration, Finance, or related disciplineProfessional Accounting Designation or MBA with a combination of experience and education related to the requirements of the positionMinimum 5 years post designation experience in budgeting, financial analysis, forecasting, reporting, and accountingStrong financial systems experience preferably within an ERP environment - experience with financial modules of SAP would be an assetStrong business case analysis experienceGood working knowledge of generally accepted accounting principles as they relate to local government including PSABStrong financial modelling and Excel skillsConsiderable experience with preparing presentations and writing formal reports for senior managementConsiderable project management experienceKnowledge, Skills and Abilities:Strong business acumen and capability to link finance to the businessSuperior critical thinking skills, ability to analyze complex situations and determine appropriate course of action where there is little or no established precedentsAbility to strategically answer complex business problems through data analysis, modelling and creative thinkingSuperior verbal and written communication skills, ability to communicate complex financial concepts in simple termsProven ability to work strategically with the business, build relationships, and be a trusted business partnerConsiderable ability to work independently and as a member of a teamExcellent organizational and project management skills with ability to manage multiple tasks with competing prioritiesStrong sense of accountability to complete assignments and take ownership of challenges to the point of resolutionAbility to maintain professionalism, objectivity, confidentiality, tact and diplomacyBusiness Unit/Department: Finance, Risk & Supply Chain Management (1150)Employment Type: Regular Full TimeApplication Close: September 26, 2021At the City of Vancouver, we are committed to recruiting a diverse workforce that represents the community we so proudly serve.
