This position reports to the Assistant Director of Urban Design and it is supervised by the Senior Heritage Planner. The successful candidate will be well–versed in heritage conservation and policy development, and familiar with urban design, land development, community planning processes including consultation, negotiation, and permit documentation review, as related to variety of applications from small developments to large rezoning proposals.Specific Duties & ResponsibilitiesProject manage heritage review input from the initial enquiry through to the issuance of development or other permits.Manage policy development related to Vancouver Heritage Register upgrade.Prepare reports and make presentations to relevant Committees, including Vancouver Heritage Commission, Heritage Committees, Urban Design Panel, Development Permit Board and City Council.Presentation at public meetings and sessions is required.The nature of this work is multi-disciplinary, within a team environment and can be controversial. It also involves supervision of junior professional staff.The position requires considerable professional experience with proven ability in the areas of heritage conservation and policy development, the City’s land use and heritage policies, procedures and processes.Familiarity with the heritage conservation content of the Vancouver Charter is required.Familiarity with the Vancouver Heritage Register, heritage evaluation and SOS process.The position requires a high degree of skill and versatility, and sound judgement in the application of heritage conservation principles to a range of projects and independent action within the parameters of work assignments, planning policies, by-laws and design guidelines.The work may also involve a high number of enquiries and public contact that requires consistent and accurate advice be given.QualificationsEducation and Experience:University graduation from a recognized university, in architecture, with specialized training in heritage conservationMinimum of two years professional experience including practical experience related to heritage building conservation and/or restoration and experience dealing with the public and with citizen committees.Knowledge, Skills and Abilities:Demonstrated knowledge and ability in the areas of heritage conservation, architecture, urban design, building construction and understanding of proforma financial analysis.Superior verbal and written communication skills.Experience in leading teams and in project management.Ability to work within a team environment and within defined time lines.Demonstrated ability and experience in negotiating and conflict resolution.Working knowledge of the Standards and Guidelines for the Conservation of Historic Places in Canada and values-based heritage planning.Understanding the principles of conservation plan development, heritage evaluation, Statement of Significance, and the concept of Heritage Revitalization Agreement..Familiarity with the meaning of Truth and Reconciliation and Cultural Redress in the context of Vancouver.Understanding of the importance of both tangible and intangible values for proper stewardship of Cultural Heritage.Membership or eligibility for membership in the Architectural Institute of British Columbia and/or the Planning Institute of British Columbia is desirable.Membership or eligibility for membership with the Canadian Association of Heritage Professionals (CAHP) is desirable.Business Unit/Department: Planning, Urban Design & Sustainability (1275)Affiliation: CUPE 15 Non PksEmployment Type: Regular Full TimePosition Start Date: July, 2021Salary Information: Pay Grade GR-031: $48.78 to $57.7 per hourApplication Close: June 6, 2021At the City of Vancouver, we are committed to recruiting a diverse workforce that represents the community we so proudly serve.
