  • Designs, implements and maintains technically complex Mandatory Reliability Standards (MRS)
related compliance management systems and system interfaces (such as SCCM, SAP, nCircleand TripWire) by: defining the problem, purpose, scope and/or existing system interfaces;gathering and analyzing data from interfaces, MRS requirements and associated costs andbenefits; developing a general outline of the proposed application and preparing reports oftechnical, operational and cost feasibility; conducting design sessions with users to developdetailed flow and logic for proposed applications; determining system configurations to support theapplications; developing models using simulation and other techniques; incorporating controls andprocedures to maintain data integrity and security; developing test data and designing specialtesting methods or procedures; developing conversion procedures for deployment into theproduction environment; training end users on the new system functionality; and reviewingdetailed programmed results to ensure requirements have been met.
  • Resolves and implements solutions to enterprise MRS related compliance management system
operational problems. Determines root causes (hardware or software related) and solutions (suchas workarounds or fixes). Arranges for and/or performs necessary repairs/corrections to ensureoptimal performance of the enterprise MRS related compliance management systems.
  • Develops, implements and maintains enterprise MRS related compliance management systems
by: gathering and documenting requirements; acting as project technical lead for design phases;and advising various IT Tier 3 teams and external consultants of compliance requirements forsystem implementation plans.
  • Assesses impacts of new or revised compliance standards on MRS related compliance
management systems. Discusses compliance standard (such as CIP) requirements with businessstakeholders (such as CIP Practice Leads, Business Compliance Leads and Reliability StandardsAssurance). Recommends and negotiates best option to pursue from a cost/benefit perspective
  • Analyzes user requests for development of new MRS related compliance management systems
and/or extensions to existing systems to determine the most appropriate technical and cost-effective solution for implementation.
  • Gathers and compiles compliance system data to meet various internal business compliance
and/or external user needs (such as Western Electricity Coordinating Council (WECC) audits.
  • Maintains currency with emerging compliance management technologies and developments by
developing relationships with internal and external groups to share best practices and lessonslearned. Evaluates and recommends new technology and practices to management.
  • Discusses technical issues related to compliance system data with internal customers and
external agencies including WECC, vendors and contractors.
  • Provides technical guidance or advice to users on the functionality of compliance management
systems.
  • Performs duties of a minor nature related to the above duties that do not affect the rating of the
job.Qualifications:
  • Diploma in Computer Science, Information Technology or a related field of study such as
Engineering; plus seven (7) years of experience in a role involved in system and developmentsupport.OR
  • Degree in Computer Science, Information Technology or a related field of study such as
Engineering; plus five (5) years of experience in a role involved in system and developmentsupport.
  • Requires in-house NERC CIP training to be completed within the first month of starting in the job.

  • This position provides system design, maintenance, enhancement and development support for
technically complex Mandatory Reliability Standards related compliance management systems(such as SigmaFlow) to ensure compliance with MRS (such as NERC Critical InfrastructureProtection (CIP) standards).Skills, Knowledge and Abilities Required:
  • Understanding of regulatory compliance standards and requirements such as (NERC CIP).
  • Knowledge of compliance management software (such as SigmaFlow).
  • Good understanding of infrastructure, network support and system integration.
  • Proficient in scripting/programming languages (such as SQL, T-SQL, PowerShell, HTML/CCS).
  • Excellent knowledge of database concepts
  • Demonstrated ability to use .NET framework.
  • Ability to develop related software/system.
  • Ability to use Extraction, Transformation and Loading (ETL) tools such as Informatica.
  • Demonstrated ability to troubleshoot and resolve system issues.
  • Ability to perform user acceptance testing.
  • Ability to prepare instruction manuals, training presentations, user guides and related
documentation.
  • Ability to conduct user level system/application training.
  • Excellent analytical and problem-solving skills.
  • Strong computer skills in Microsoft applications (such as Word, Excel, PowerPoint and Outlook).
  • Well-developed written and verbal communication skills.
  • Ability to negotiate with business stakeholders to adopt the most effective and cost-effective
solution.
  • Excellent organizational and time management skills.
  • Able to work independently and as part of a team.
