Named among Canadas Top 100 Employers, BCs Top Employers, and Canadas Greenest Employers, the City of Vancouver seeks colleagues who can help shape and embody our core commitments to sustainability, decolonization, equity and outstanding quality of life for all residents.Consider joining our committed team of staff and being part of an innovative, inclusive and rewarding workplace.Main Purpose and FunctionThe Building Automation Specialist performs technical and administrative tasks required to operate, maintain, monitor, configure expand and extend Building Automation Systems (BAS), Direct Digital Control (DDC) and Energy Management Systems (EMS) which control the heating, ventilation and air conditioning (HVAC) and lighting systems at various City of Vancouver facilities. The position is responsible for providing expert-level Building Automation System technical knowledge to projects and system/business owners who are designing new Building Automation Systems and configuring existing systems to increase energy and operational efficiency. This includes the creation of City-wide control system architecture designs and planning that is required to meet system capacity, operational and failure recovery needs. The position requires a detailed knowledge of features and limitations of Building Automation Systems to assess business and technical impacts of proposed system changes, including technical leadership in feasibility, design and implementation of enterprise applications. A high-level of independent judgement is required to plan, implement, troubleshoot, and remediate issues in complex infrastructure environments where errors will have significant operational and financial impacts.This position reports to the Mechanical Superintendent, but is to be responsive to the Manager of Energy & Utilities in the development and implementation of energy conservation initiatives. The position works closely with other specialists, technical staff, project managers, and other business customers across the City. Additionally coordinates activities with technical staff in project organization as well as with external contractors. The position also works with external technical consultants, divisions of IT and maintains close contacts with the external control technology industry.Specific Duties/ResponsibilitiesTechnical Operations:

  • Provides technical oversight and participates in the implementation of the maintenance program for DDC
  • Identifies and implements program changes to yield improved energy and operational performance as part of both BC Hydro Continuing Optimization Program projects as well as internal optimization projects
  • Provides support and guidance to maintenance operations staff to address any system issues
  • Investigates and resolves complex DDC technical issues
  • Assists in the commissioning of new systems
  • Advises system owners on approach to implement appropriate technological, energy efficiency, and operational configurations
  • Monitors and analyzes system performance from an enterprise system level
  • Installs, configures, and applies system management and productivity tools to manage system performance
  • Administers enterprise Advanced Operator Workstation (B-AWS) server software to ensure it is up to date and configured for efficient operation
  • Monitors and archives system configuration backup tasks
  • Plans develops and coordinates technical training workshops to educate building operations staff on DDC systems operation, common system issues, troubleshooting techniques, system policies and procedures
Project/Contractor Management:
  • Reviews design documentation and specifications, identifies control strategies, discuss energy consumption impacts and ensures strategies are met from the Project construction stage to commissioning
  • Reviews contract proposals for technical compliance and to assess contractor technical abilities
  • Ensures proposed contractor installations and repairs are in compliance with technical guidelines
  • Maintains and standardize technical records for system configuration, access methods, and as-built documentation
  • Coordinates with multiple IT departments to ensure Building Automation systems integrate with City networks to modern security and user access control standards
  • Updates and maintains technical requirements for contracts with external service providers for system maintenance and upgrades
  • Reviews contract service reports to provide technical analysis, recommendations and to confirm service contract obligations are being met
  • Provides guidance to operations staff on system demand maintenance requests
  • Facilitates the transfer of technical documentation to operations staff and external contractors
Research, Analysis and Strategy:
  • Creates control standards and trains staff to achieve current City of Vancouver design targets (eg. LEED, Passive House, Greenest City Strategy, etc.), OH&S regulations and energy cost avoidance while ensuring user comfort and functionality
  • Designs, creates, implements and enforces technical guideline documents, control processes and procedures
  • Recommends software or hardware acquisitions to increase system efficiency
  • Performs overall hardware age and reliability analysis in order to make recommendations and inform capital replacement budget planning
  • Evaluates new products, identifying and recommending new standards, methods, and products to enhance efficiency
  • Researches broad and complex technology subject areas, along with deeper knowledge of automation solution integration points
  • Other duties as assigned
Minimum Qualification RequirementsEducation and Experience:
  • Completion of courses in the technical specialty and considerable experience working in a public sector or service-oriented environment or an equivalent combination of education, training and experience
  • BC Certificate of Qualification (Electrical, Instrumentation or HVAC) and considerable related experience in Building Automation Systems, HVAC, electrical concepts and building operations or an equivalent combination of education, training and experience
Knowledge, Skills and Abilities:
  • Thorough knowledge of DDC/ Mechanical service troubleshooting
  • Thorough knowledge of control theory and concepts
  • Knowledge of Delta Controls and Reliable Controls products
  • Knowledge with various methodologies, innovations, best practices and regulatory requirements of WSBC, WHMIS, IAQ, and ASHRAE
  • Thorough knowledge of the current technologies and practices used in Building Automation Systems
  • Thorough knowledge of the characteristics, capabilities, and integration of Building Automation
  • Thorough knowledge of system integration between vendor products across technical platforms
  • Considerable knowledge of System networking protocols, hardware, and software interfaces
  • Skilled in GCL & Control Basic programming, control system commissioning, and control system graphic design
  • Strong interpersonal and written skills to foster effective relationships with client groups
  • Ability to work alone with little supervision
  • Ability to investigate and resolve complex hardware and software problems, consulting with other technical staff and external consultant as required
  • Ability to make recommendations on business process and technology roadmaps
  • Ability to monitor the performance of the hardware and software, identify problems, and formulate solutions
  • Ability to customize, test, and install new and complex releases of, or enhancements to, operating systems, software and hardware firmware
  • Ability to make presentations and to facilitate discussions at both technical and business levels
  • Ability to work on multiple initiatives simultaneously in a fast-paced environment with constantly changing priorities
  • Ability to establish and maintain effective working relationships with internal and external contacts and team members to provide advice, information, and assistance
  • Ability to evaluate and make recommendations on proposed hardware and software acquisitions
  • Ability to work with both technical and non-technical staff

  • A current and valid BC Driver’s License and a Satisfactory driving record is required
