Job Description

Job Summary: Reporting to the Director, Provincial eHealth Solutions, the Manager, Provincial Privacy Services, provides leadership and project management in the development of the Provincial eHealth Privacy services. The Manager, Provincial Privacy Services will manage the development of the eHealth Privacy operations, including identifying operational eHealth services required to support the Provincial eHealth mandate across all health authorities, including privacy work related to Security and Audit Management, Information Sharing Agreements, Provincial Access Model, as well as, other key activities like Privacy Impact Assessments, Disclosure Directives, Legislative Confidentials. This work will also require working with multiple stakeholders across key privacy stakeholder groups within regional health authorities and the ministry of health.Duties/Accountabilities: • Leads and manages the development of the Provincial eHealth Privacy Services program including drafting all privacy and security related policy, identifying resources, and building up an appropriate staff complement. • Develops and monitors an annual operating budget; evaluates individual and team performance in collaboration with appropriate internal stakeholders; and supervises designated staff, establishes clear definitions of responsibility for each employee, and reviews workload assignments. Investigates work and staff issues and where necessary initiates disciplinary action up to and including termination in consultation with Human Resources• Responds to specific client (public) and eHealth user inquiries and complaints about the eHealth privacy program, and follow-ups as applicable. Manages incidents which may have resulted in the unauthorized collection, use, access and/or disclosure of personal information. • Develops and maintains documentation materials (i.e. procedures and scripts) and provides training for the receipt and handling of privacy-related inquiries and requests for service.• Assists the investigation and data compilation for privacy breach events as participant in a response team coordinated by the Ministry. Performs access audits at the discretion of the Ministry in conjunction with a random or proactive audit program or the investigation of particular circumstances or conditions. Performs connected organization privacy compliance reviews including operational audit of processes and procedures for compliance with policy, legislation and information sharing agreements.• Participates in Provincial Access Model working group and other provincial activities.Qualifications: A level of education, training, and experience equivalent to a Master’s degree in Health Administration, Business (MBA), Information Management or related discipline and a minimum of five (5) years of progressively more responsible information management experience in a comparable role. Completion of the Information Access and Protection of Privacy Certificate Program is an asset. Comprehensive knowledge of privacy legislation, practices and processes, preferably within the eHealth environment. Strong written and oral communication skill with excellent analytical skills. Excellent proficiency with MS Office toolsets (Word, Excel, Visio). Extensive experience and knowledge of British Columbia’s Freedom of Information and Protection of Privacy Act, and eHealth Legislation.
