More than just a job, CLBC is about compassion, commitment, contribution, collaboration and community.The Role:As the Manager of Services & Community Development (Employment) at CLBC, you will be responsible for managing the relationship between CLBC and British Columbias Employment and Business Development Sectors to strategize, plan, coordinate, integrate and advance access to employment for CLBC-eligible individuals. This includes initiating, nurturing, and sustaining positive working relationships with local, regional, and provincial employment organizations, community-based organizations, provincial and federal government ministries and departments, employment associations, and other employment and business development sector stakeholders. You will further liaise and partner with other CLBC divisions, sector service providers, families, and self-advocates to ensure CLBC funded services and supports are effective, accessible, consistent, and accountable, in all regions. This role does requires a high level of emotional and relational intelligence and represents CLBC at employment and sector meetings across the province and nationally/ internationally as required.Key responsibilities include:

  • Undertaking community engagement and outreach to identify innovative ideas and promising practices associated with employment and business development opportunities as related to CLBC-eligible individuals
  • Supporting the development, maintenance, and understanding of formal and informal agreements between CLBC and employment/business development sector partners including:
  • Leading and supporting the development of initiatives that increase access to appropriate employment options for CLBC-eligible individuals
  • Ensuring the Service Delivery & Innovation Division Employment Team fulfills its mandate including effective management of CLBCs
  • L.I.F.E. program
  • Recruiting, hiring, and supervising staff that are hired for the Service Delivery & Innovation Division Employment Team and assigned projects
  • Leading activities and initiatives to advance CLBCs strategic direction and operations Managing initiatives and projects from initiation to closure
  • Taking an active approach to risk management
This role will also be responsible for managing a budget, inclusive of human resources, of approximately $1,000,000 to $2,000,000.Qualifications:
  • A minimum of a Bachelors degree, preferably in, Career or Employment development, Vocational Rehabilitation, Social Work, Psychology, Human Services, or Counselling
  • At least 5 years of leadership experience in the employment development field with demonstrated community development experience
  • Experience in working with adults with intellectual disabilities and barriers to employment preferred
  • A relevant professional designation is preferred. This includes Certified Vocational Rehabilitation Professional (CVRP), Registered Rehabilitation Professional (RRP), Certified Rehabilitation Counsellor/Canadian Certified Rehabilitation Counsellor (CRC/CCRC), Canadian Certified Vocational Evaluator (CCVE), or other related vocational/employment certification
  • A combination of education, training and experience may be considered Proven ability to manage and deliver in an environment of uncertainty
  • Sound ability to navigate a complex and ever-evolving changing environment Ability to manage and deal with ambiguity
  • Strongly driven and results-oriented

Travel and Flexibility: This position can be located in Vancouver, Langley, Surrey, Abbotsford, Victoria, Nanaimo, Kelowna, or Kamloops. Utilizing a hybrid working model, this position combines on-site in office work with work-from-home flexibility. Regular overnight travel as required to all communities within the catchment area of Community Living BC). Use of own vehicle on expenses.
