Set in one of the world’s most livable cities, Vancouver is a community-minded district seeking talented educators, progressive leaders, and skilled support staff to enrich the learning experience of Vancouver’s 50,000 students.The Vancouver Board of Education invites applications for the position of:Payroll & Benefits Support(Office Support D)Location: VSB Education Centre(1580 West Broadway)Department: PayrollPosition Type: PermanentHours of Work: 7 hours per daySalary: $31.72/hour(+extensive benefits and municipal pension)In this position, you will:Run biweekly reports to identify CUPE 15 temporaries who are eligible/ineligible for benefits / % in lieuRun biweekly reports to identify employees who are eligible for MPP through optional enrolment rulesUpdate Morneau Shepell for salary changes to exempt staff: Principals/Vice Principals/DMT/PASA (LTD coverage)Prepare benefit packages for exempt and support unionized staffAdminister enrolments/changes/cancellations of benefits in the third-party sites: MSP, Pacific Blue Cross, PEBTPrepare Plan Member Records for Municipal and Teachers Pension (some exempt staff)Review the on-boarding package for pension form for employees who may be immediately eligible for Municipal pension and/or exempt due to receipt of pensionAnswer high volume of telephone & email enquiries from employees concerning benefit coverage and changesAssist employees with the completion of their forms and follow up to enroll/change within enrolment deadlinesLiaise with Payroll for benefit deductions that are administered as general deductions (C407 STD, PEBT imported extended health, dental & group life & optional enrolment premiums, BCTF STD, LTD)Process daily BAS events (Benefits Administration System generated from Job Data updates in PeopleSoftTroubleshoot or respond to Second line escalation for OSC Benefits team that have benefits enquiries or benefits administration issuesPreparation of Long-Term Disability applications and premium waiver applications for group life for exempt staffLiaise with PEBT, PBC and MSP as requiredInvestigate delays in enrolments/changes or issues with coveragePrepare one-time retroactive benefit deductions for payrollPrepare refunds of premiums where transfers or cancelled benefits or surplus has occurred through reconciliationInvestigate discrepancies from monthly reconciliations and making correcting adjustments or following up as requiredPrepare monthly payroll and benefit reconciliations for GL and vendor accountsPrepare eligibility and cancellation of benefit lettersObtain waivers where coverage is not electedAssist with annual demographic files to carriersAssist with rate changes for all internal calculation spreadsheets for retro benefit adjustmentsWork within payroll cutoffs (calendar)Assist the benefits and payroll team as requiredProvide coverage for OSC as required (Teachers, Adult Educators, Benefits Billing)Perform other duties related to payroll and benefits administration as requiredPerform other work within the job band as assignedQualifications:Completion of Grade 12 plus post-secondary training in benefits administration or insurance or Payroll Compliance Legislation course and post-secondary accredited accounting course (minimum 3 credits)Minimum of five (5) years of office experience in accounting and PayrollThorough knowledge and experience using email, Microsoft Office programsPrevious experience with web-based benefit administrative systems and PeopleSoft Ben Admin an assetCandidates must possess the following skills: sound judgement, exceptional customer service, interpersonal, communication skills, excellent organizational skills, ability to establish priorities and meet deadlinesAbility to work independently as well as in a team environmentMust be able to meet the VSB standard for the following assessments: Keyboarding speed (45+wpm), MS Word and Excel (average=+75%), composing correspondence and applicable Accounting assessmentYour application profile must include the following documents:Cover LetterResumeContact information for three Professional References (Supervisors only)**Posting is on-going until filled.
