As the City grows and densifies these spaces become a critical component of the liveability, inclusivity and vitality of the City. Street Activities, as a part of the Public Space and Street Use Division, collaborates with City departments and key stakeholders to deliver new public spaces identified through community planning and engagement, and the branch supports the use of streets and public spaces for active living, cultural expression, social connection and economic vitality.Reporting to the Senior Public Space Engineer and in partnership with Business Planning & Project Support (BPPS), The Planner II is responsible for leading the planning, development and procurement of a multi-year, City-wide street amenities contract. This work supports the community through sophisticated planning of the City’s public space amenities to create a safe, inclusive, and forward thinking approach for key aspects of the City’s goals centered in equity, mobility, and placemaking, and this role handles subject matter that has significant long-term operational and financial implications to the City. Street amenities include automated public toilets, bus shelters, benches, litter cans, bike parking, digital advertising panels and similar.The Planner II reports directly to the Senior Public Space Engineer in the Street Activities Branch, will have one Planning Analyst directly reporting to them, and will work closely with multidisciplinary planners, engineers, communications, special events, and technical staff and various internal and external stakeholders. This position will work with senior leadership throughout the process.Specific Duties & ResponsibilitiesManages multiple, complex projects under the portfolio of street amenities, including developing project terms of reference, scope and budgetAdministers requests for proposals related to street amenities and engagementLiaises with other city staff including staff in BPPS, Planning, Urban Design and Sustainability, Park and Recreation, Real Estate and Facilities Management and Arts, Culture and Community ServicesDesigns assessment criteria and success factors, to evaluate outcomes of existing street amenity programs, contract revenue generation, and inform policy development.Develops study parameters, conducts research and surveys, analyzes results, write reports, and formulates policy recommendationsRepresents Public Space and Street Use interests and priorities on inter-departmental working groups for how street amenities are and will be integrated into development community plans, official development plans, large-site redevelopments, rezonings and other city-wide planning initiativesDesigns and conducts public engagement and consultation with stakeholders and other departments and agenciesChairs meetings and attends City Council meetings, and other civic and outside meetings (may include weekday evenings and weekends)Coordinates project communication channels internally and externally (web, written etc.)Supervises junior branch/technical/professional staff, provides direction to various project team members and oversees consultant teamsOther duties/responsibilities as assigned.QualificationsEducation and Experience:A post-secondary degree in urban planning, architecture, landscape architecture or a related field recognized by the Canadian Institute of Planners;A minimum of two years’ experience as an urban planning or urban design professional, preferably supplemented by supervisory experience; or an equivalent combination of education and experienceMembership or eligibility for membership in the Canadian Institute of Planners is preferredKnowledge, Skills and Abilities:Considerable knowledge of urban planning, architecture or research subjects and a working knowledge of best practices in street amenity policy and deliveryConsiderable knowledge of the City’s policies and processes is preferredExperience with working in interdisciplinary project teams, evaluating proposals and making strategic recommendationsExperience with public engagement and working with community groupsGood knowledge of sources of information and external resources.Exceptional interpersonal and communication skills and ability to communicate ideas effectivelyAbility to build and maintain effective relationships with internal and external stakeholders, and work diplomatically with community groups, professional personnel and effected officialsAbility to work on multiple program objectives within defined timelines and manage complex projects, budgets, staff and consultant teamsAbility to use sound judgementAbility to supervise staffStrong decision making abilities, negotiation skills and interest-based problem solving abilitiesAbility to work independently and within a team environmentBusiness Unit/Department: Engineering Services (1300)Affiliation: CUPE 15 Non PksEmployment Type: Temporary Full TimePosition Start Date: August, 2021Position End Date: August, 2023Salary Information: Pay Grade GR-031: $48.78 to $57.7 per hourApplication Close: July 31, 2021At the City of Vancouver, we are committed to recruiting a diverse workforce that represents the community we so proudly serve.
