Job DescriptionQMUNITY and YWCA Metro Vancouver have entered into a partnership to deliver an employment program designed to serve Queer, Trans, Two-Spirit and gender diverse individuals in the Metro Vancouver region. This is a new program, that is currently funded for one year, with the intention to extend the program length, based upon program results, funding availability, and measurable impact.QMUNITY and YWCA Metro Vancouver operates on the traditional, ancestral and unceded territories of Indigenous people across British Columbia. In particular, QMUNITY offices are located on the Coast Salish territories of the Musqueam, Squamish and Tsleil-Waututh Nations. The YWCA Metro Vancouver operates on the ancestral and unceded territories of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish) and səl̓ílwətaʔɬ/Selilwitulh (Tsleil-Waututh) Nations. We also acknowledge the unceded territories of Semiahmoo and the Stó: lō peoples, including the Katzie, Kwantlen, Kwikwetlem and Qayqayt Nations, as well as the treaty lands of the Tsawwassen Nation.The OrganizationsQMUNITY is BC’s 2SLGBTQIA+ community hub and exists to improve queer, trans, and Two-Spirit lives. Individuals who identify as part of the 2SLGBTQIA+ community are strongly encouraged to apply.ScopeThe Employment Program Manager’s role is to create, oversee, and implement a new employment program to support queer, trans and two-spirit members to build capacity, find and retain suitable employment. The Program Manager, reporting to the YWCA AD of Employment and the ED of QMUNITY supervises two case managers, an admin and outreach coordinator and practicum students and volunteers. Collectively the team works closely with community members in creating goals around employment, and advocating for safe employment standards and strategies around meaningful employment. The Program Manager will support the team to create tools, support strategies and community connections in context to 2SLGBTQIA+ communities.Dual Report: Associate Director, YWCA Metro Vancouver Employment Services and Co-Executive Director QMUNITY.Responsibilities

  • Supervise, motivate and support the team of Career Advisors/Case Managers to ensure the program meets the diverse needs of a range of jobseekers in the 2SLGBTQIA+ community
  • Oversee, develop, coordinate, promote, and employment strategies for 2SLGBTQIA+ community members
  • Recruit, market and promote the program to suitable clients in the community. .
  • Create network of community partners/businesses that facilitate an employer database
  • Advise QMUNITY with education and information regarding employer practices
  • Oversee and contribute to the development of resource materials for the 2SLGBTQIA+ community members and employment
  • Work as part of a multi-faceted and multi-agency team to deliver a comprehensive employment program designed to meet the 2SLGBTQIA+ community members
  • Work with Case Managers to provide case management services using a strength-based approach to achieve goals and support clients
  • Keep team informed of labour market trends, employment issues, community resources, employment programs, job training, and employment opportunities
  • Collaborate with senior management to identify and participate in training to support the learning needs of Case Managers
  • Provide mentorship, job shadowing, feedback and onsite training support for new staff
  • Develop strategies for individual Case Managers to provide a high standard of client service, and enhance access of needed community supports
  • Provide progress and other reporting as needed
  • Monitor file consistency and lead case conferencing with staff to provide timely feedback and coaching.
  • Participate in the review meetings for the centre to ensure service utilization and outcome targets are achieved
  • Be familiar with and able to support both staff and clients using the latest technology
  • Provide support with managing any client issues
  • Work with other WorkBC teams and managers to continually improve processes and increase employment outcomes; liaise with other teams across catchments to ensure consistency in service, and best practices are shared
  • Support community outreach strategies to connect the community with the centre
  • Adhere to onsite Health and Safety Procedures
  • Supervise, motivate and support the team of Career Advisors/Case Managers to ensure the program is meeting the diverse needs of jobseekers in the in the community
  • Provide monthly reporting and financial oversight for program, ensuring program expenses are within budget
  • As required, provide advocacy for 2SLGBTQIA+ members in accessing appropriate services and support at other organizations and institutions
  • Help support Admin/Outreach Coordinator in creating a Q-Directory of employment listings
  • Keep abreast of labour market trends, employment advocacy, community resources, and technology
  • Identify barriers for 2SLGBTQIA+ community members in relation to employment
  • Support and facilitate Peer Groups at QMUNITY centred around employment as required
  • Collaborate with QMUNITY management and staff on projects and activities that strengthen QMUNITY’s programs and services
  • Prepare and submit program reports as required (e.g., monthly, quarterly, annually)
  • Maintain accurate logs and compile statistical records to support program needs and inform ongoing program development and evaluation
  • Identify sources of potential program funding as appropriate and participate as part of a team in proposal development as required
  • Perform other duties as required
QualificationsEducation and Experience
  • Minimum educational requirements: Master of Social Social Work/Counselling preferred. Bachelor Degree in related field (education, counselling, social work) or a combination of education and experience in life skills, counselling, or career counselling and 3-5 years current, relevant experience
  • Demonstrated competency working in the 2SLGBTQIA+ community and/or diverse job seekers
  • Proven experience to work independently and part of a team to deliver exemplary service
  • CCDP an asset
  • Excellent computer skills (all Microsoft Applications)
  • Up to date with the latest job search, career exploration/labour market practices
  • Proven Queer competency and community engagement practices
  • Demonstrated experience working with aging and older people in a community setting
  • Ability to speak a language other than English is an asset
  • Strong communication skills, both written and verbal
  • A strong self starter with the capacity to create and implement innovative program ideas.
  • A demonstrated positive attitude towards change
  • A valid clear criminal record check (including working with vulnerable populations) is required.
  • First Aid and CPR certification is an asset

AccountabilityThe Program Manager is directly accountable to the YWCA Associate Director of Employment Please note that this position oversees QMUNITY staff – QMUNITY is a unionized workplace and staff are represented by CUPE 3495. This position is exempt from the Union.Hours of workThis is a grant full-time position (35 hours/week). Generally Monday to Friday hours, however, some weekend and evening availability is required due to management duties. The role is situated out of QMUNITY located on Davie and Bute.AccessibilityPlease note QMUNITYs main office space is located on the second level of the building.
