The Superintendent I will be responsible to ensure efficient and economic operation of the sites while at the same time providing a high level of customer service to strive to a world class operation.The work schedules of the Superintendent I will be based on a 4 day work week and as outlined below. However, as the Superintendent I position are exempt positions, the work location and hours of work may vary as operationally required.Vancouver South Transfer Station

  • Friday - 5:00AM to 3:30PM
  • Saturday and Sunday - 6:00AM to 4:30PM
  • Monday - 12:00PM to 10:30PM
Vancouver Landfill
  • Monday through Thursday - 12:30PM to 11:00PM
Specific Duties and Responsibilities
  • Collaborating with the TLO management team to establish annual and work priorities, and schedules.
  • Ensuring operational activities are aligned with Branch, Departmental and City of Vancouver strategic objectives.
  • Driving continuous improvement with an understanding of industry best practices with a focus on improving efficiency, enhancing/promoting employee and public safety while increasing morale within the work place.
  • Planning, assigning, directing, and monitoring staff assignments and performance.
  • Encouraging workplace productivity and improve morale by building and supporting effective team relationships with employees, colleagues and the public
  • Maintaining and monitoring service levels to ensure excellent customer service is being delivered to citizens and external customers
  • Collaborating with technical and administrative staff as well as internal branches such as Fleet and Manufacturing Services, Kent Yard, and Vancouver Sanitation Services plus external customers and contractors such as Metro Vancouver, Recycle BC as required
  • Providing regular input on the branch budget, including addressing discrepancies and forecasting costs, and obtaining quotes for work to be performed as well as adhering to operating and capital budget parameters
  • Strong understanding of Branch metrics to drive operational improvements with the ability to identify and monitor new metrics to improve operational efficiencies in all operational aspects.
  • Creating, maintaining and analyzing statistical records and effectively tracking and understanding business and operational metrics and communicating them on a regular basis
  • Ensures that all work is being performed in a safe manner at all times and adheres to Branch Safe Work Procedures and Organizational Health & Safety regulations
  • Ensuring all regulatory obligations and safety procedures are met in a safe and cost effective manner through observable and measureable actions.
  • Responding to emergencies as required and performing accident investigations
  • Supervision/Leadership/Engagement which includes the following:
  • Communicating branch objectives, requirements and rationale with staff
  • Addressing employee and labour relations issues in a timely, fair and consistent manner
  • Supporting and adhering to the Attendance Management, Stay At-Work and Return-To-Work programs
  • Managing the performance development process for direct reports; employing coaching, corrective action and discipline to deal with issues and non-performance; and escalates issues appropriately
  • Participating in the recruitment, selection, onboarding and training for new hires
  • Identifying team development and training gaps and assists in developing and implementing training plans that include a balance of both technical and nontechnical skills
QualificationsEducation and Experience:
  • Completion of Grade 12, supplemented by successful completion of technical, business and administrative courses related to Transfer and Landfill Operations.
  • Considerable experience in a large, complex, unionized, environment is essential.
  • Experience with municipal solid waste transfer and disposal operations, recycling techniques and related legislation/policies.
  • Manager of Landfill Operations (MOLO), Landfill Operations Basics (LOB) and/or Manager Transfer Stations Systems (MTS) certifications are preferred.
Knowledge, Skills and Abilities:
  • Demonstrated knowledge of WorkSafe BC requirements and legislation.
  • Excellent planning, organizational and project management skills will be required to enhance work flow efficiency and customer service.
  • Proven verbal and written skills to communicate clearly and concisely with employees, colleagues and the public are also required.
  • Effective leadership skills with experience in conflict resolution, team building and working knowledge of applicable collective agreements.
  • Strong interpersonal skills to promote a supportive, respectful, and safe work environment.
  • Demonstrated ability to effectively supervise employees and deal with a variety of employee issues through methods of coaching, mentoring, training, and motivating staff.
  • Demonstrated ability to work effectively as a team player and promote productive and coordinated teams both within and between the work groups.
  • Ability to create a vision with clear expectations for staff and provide the leadership necessary to set performance goals and coach employees to achieve desired results is essential.
  • Ability to interpret, follow, explain and direct staff in collective agreement language, City policies and procedures
  • Ability to build staff engagement through departmental or corporate initiatives and through coaching, mentoring and training
  • Ability to develop, define and monitor Staff developmental plans
  • Proven ability to communicate effectively and professionally in both verbal or in writing with staff, management and the public
  • Ability to develop, analyze and report on operational area/business area metrics
  • Good working knowledge and experience with MS Office software, particularly with the creation and use of spreadsheets, and the demonstrated ability to learn and use new software
Driver’s License and Record Checks:
  • A current and valid class 5 BC drivers license with a satisfactory driving record is required.
  • The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.
  • Class 1 or 3 with air endorsement is preferred.
