The audit and complaint functions are key components of activities to support compliance and consequential effectiveness of the Empty Home Tax program. This position supervises staff including assignment of work, development and evaluation of performance plans and approval of leaves.Specific Duties and Responsibilities

  • Supervises staff including assignment of work, monitoring the day-to-day performance measures and effectively responding to priorities, changing workload demands, and service delivery issues
  • Provides technical guidance to Compliance Analysts regarding complex cases to ensure all decisions are in accordance with program policies and the Vacancy Tax By-law and delivered in an accurate and timely manner
  • Assists the Manager, Vacancy Taxation on making audit determinations, including reviewing, validating and approving files assigned to Compliance Analysts
  • Resolves escalations from property owners and/or their representatives and responds to requests to vary guidelines and standards
  • Develops and implements operational program policies and procedures by anticipating and responding to new and emerging issues and proactively developing policies and procedures which address those issues. Where appropriate, provide training, tools and techniques to enable others to achieve quality standards
  • Participates in business process and systems reviews to support enhancements to the Vacancy Tax program. Provides input to aid in the resolution of business and system problems. Recommends business and system processes changes and implements changes as required
  • Other duties/responsibilities as assigned
Minimum QualificationsEducation and Experience:
  • Bachelor’s degree in Business Administration or Law and a minimum of seven years of related experience with an emphasis on compliance, legal, case management and/or dispute resolution
  • Professional designations such as CIA, CISA, CPA, CFE, LLP, JD would be an asset
Knowledge, Skills and Abilities:
  • Excellent knowledge of applicable legislation, procedures and policies and general knowledge of taxation policies and principles and ability to interpret other legislations and conduct follow up research as required
  • Knowledge of other respective governmental procedures and external agency processes required to obtain relevant, applicable information; ability to convey this information to staff and/or public
  • Awareness of the privacy and access legislation and policies to ensure confidentiality and protection of sensitive information
  • Good conflict resolution and team building skills
  • Excellent planning, organizing and coordinating skills in order to proactively plan, establish priorities and allocate resources
  • Skills in managing and supervising employees, including providing feedback, dealing with conflict and managing performance
  • Ability to set performance goals and coach employees toward those goals
  • Ability to identify underlying issues and make the best decision at the most appropriate time
  • Ability to effectively problem-solve increasingly difficult and complex plans
  • Ability to identify areas of non-compliance, make adjustments, write correspondence and refer/notify the manager as required
  • Ability to be adaptable and flexible in a changing environment
  • Ability to communicate effectively both orally and writing with all levels in the organization, and with external clients and business contacts
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.
