The position will develop and deliver training to improve energy and greenhouse gas emission inspections outcomes, ensure consistency in applying procedures, completing research or special projects, and make recommendations on policy and procedures. This position also performs field inspections and provides guidance and assistance to inspection staff, such as accompanying inspectors on difficult and complex inspections. This position is involved in all phases of related projects including permit application (form/process design), inspections, and occupancy as appropriate.Specific Duties & ResponsibilitiesThis position requires a multi-departmental approach that includes emphasis in policy and bylaw enforcement, industry and staff engagement and training, standardized process development leading to implementation and compliance enforcement to ensure overall compliance with the Vancouver Building Bylaw and other applicable bylaws and policies.Provides mentorship and training to inspectors, plan checkers, and new staff to ensure they understand and are competent in department policies, procedures and energy/emissions regulationsMonitors adherence to bylaw requirements, standards and procedures and recommends skill or knowledge training where necessaryDevelops and delivers technical workshops, training and seminars, arranges external training courses and seminars, and responds to staff questions related to energy and emissions submissions and inspections.Develops processes to best facilitate industry’s submissions showing compliance with relevant requirements.Accompanies inspectors to gather compliance and installation quality data, enhance procedures, and to support difficult and complex inspections.Maintains records regarding staff training and industry compliance with specific requirements of interestConducts annual audit of Energy Advisor reports, identifies irregularities, conducts inspections or other actions to ensure Energy Advisor testing and reports are complete and accurate, recommends processes to improve the quality of Energy Advisor work and submissions, and works with Legal Services to prohibit service in Vancouver by incompetent or fraudulent Energy AdvisorsEnsures proper sizing and installation of all mechanical (Furnace, Boiler, Heat Pump, HRV) equipment. Reviews heat loss calculations and furnace sizing on audited projects.Liaises with other authorities having jurisdiction, the Province, energy utilities and various professional bodies, educational institutes and City departments on energy and emissions compliance related matters.Make recommendations on changes to regulations and assist in developing policies and procedures relating to enhanced interpretations and inspections.Prepare draft reports and bulletins related to by-law changes, departmental directives, procedural changes and technical updates, such as enhancement requests for POSSE.Perform other related duties as assigned.QualificationsEducation and Experience:Diploma in Building Technology from recognized institute such as BCIT or equivalent combination of skills, knowledge and abilitySuccessful completion of the Part 9, Part 3 and VBBL courses from a recognized institute such as BCIT is preferredMinimum of ten (10) years in the construction industryExperience in building inspections and supervising staff are an assetSuccessful completion of TECA (Thermal Environmental Comfort Association) would be an assetEducation on how to train or educate adults would be an assetKnowledge, Skills and Abilities:Thorough knowledge of methods, risks, best practices, and approved materials, appliances, equipment used in energy efficient residential building envelopes supplemented by familiarity with residential heating, and ventilations systemsKnowledge of the Vancouver Building By-law’s energy and emissions requirements and the BC Safety Standards ActAbility to develop and deliver specialized technical workshops, seminarsAbility to work with individual inspectors in upgrading specific skills and knowledge related to the workAbility to assess the inspection staff skills related to the application of department standards, procedures and practices.Ability to establish satisfactory working relationships with staff, contractors, developers, tradespeople and owners, and to provide advice on problems and issuesProven ability to coach and mentor staffAbility to communicate effectively orally and in writing.Ability to enforce by-laws and regulations with firmness, impartiality and good judgementAbility to read and understand plans and to recognize the technical requirements as regards to specific types of installations, and to suggest desirable changes when necessary.Ability to identify and document improvements, and prepare articulated enhancement requests for the inspection system.Ability to maintain manual and computer records, to prepare a variety of reports and to review reports submitted by staff.Ability to perform thorough, complete and accurate work with limited supervision and direction.Ability to manage projects crossing multiple departments, issues and stakeholders.A current and valid BC Driver’s License or higher and a satisfactory driving record is required.A criminal records check will also be required.Business Unit/Department: Development, Buildings & Licensing (1250)Affiliation: CUPE 15 Non ParksEmployment Type: Temporary Full TimePosition Start Date: July, 2021Position End Date: March, 2023Salary Information: Pay Grade GR-029: $44.83 to $53.01 per hourApplication Close: June 18, 2021At the City of Vancouver, we are committed to recruiting a diverse workforce that represents the community we so proudly serve.
