Job Description

Vancouver Programs & Services ManagerWe are proud and honoured to offer services on the traditional, ancestral, and unceded territories of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), Sel̓íl̓witulh (Tsleil-Waututh), Kwikwetlem (kʷikʷəƛ̓ əm) First Nations.Opportunity:The Vancouver Programs & Services Manager (VPSM) oversees the Vancouver Family Preservation program which includes, but is not limited to, Family Counselling and Therapeutic Supervised Access & Associated Services. The VPSM reports to the Chief Executive Officer, or delegate. The VPSM oversees and ensures service delivery is performed according to and within the mission, vision, values statement, and policy/procedural directions of Westcoast Family Centres Society (‘Westcoast’). The VPSM is an active member of the Leadership team and assumes professional responsibility for the management, quality, development and supervision of staff, case management support, monitoring, and review. The VPSM participates in strategic program planning and development, financial management of the program, and fosters relationships with funders, partnered agencies, and the community.Job Responsibilities:

  • Provides developmental leadership, supervision, evaluation, and support to the Vancouver Programs and Services (VPS) and staff.
  • Supervises program leads within the Vancouver programs (i.e., FC, TSVA, Associated Services) and provides support to front line workers across VPS.
  • Participates in workforce planning, recruitment, hiring, and orientation of new staff.
  • Provides leadership and strategic oversight to training and development of employees.
  • Assumes professional case responsibility for the quality of work completed by individual staff and the overall team.
  • Fosters and maintains a strong, safe, and supportive team environment. Chairs bi-weekly Vancouver staff check-ins.
  • Communicates agency-wide announcements, Programs & Services updates, and answers staff questions.
  • Upholds the parameters of the Collective Agreement and Westcoast policies and procedures.
  • Develops new programs and services in partnership with the Chief Executive Officer, or delegate.
  • Reviews and approves monthly and annual statistics related to VPS and presents VPS updates to the Board on an annual basis.
  • Participates in the financial management, monitoring & evaluation of VPS.
  • Provides collective oversight to a $4 million dollar budget in collaboration with the Chief Executive Officer, or delegate.
  • Participates in the agency accreditation and quality assurance of service delivery.
  • Collects client and stakeholder feedback to ensure consistent quality of service.
  • Develops and maintains relationships with stakeholders and community partners (i.e. FSGV).
  • Provides leadership and critical support during incidents and crisis situations.
  • Upholds compliance to legislation and regulations within the workplace and in service delivery.
  • Encourages and upholds the highest professional standards of ethics and confidentiality.
  • Relieves duties of R&C Manager and Director of Programs & Services when on leave and is an active back up for team leads within VPS (i.e. report editing and assigning referrals).
  • Acts as the Ministry contact and liaison, attends in-person monthly meetings with MCFD and Director of Operations, and coordinates monthly communications with updated statistics and program updates for all programs.
  • Creates and participates in the rotation after hours/on call schedule for all Vancouver and CIC programs
  • Completes Quarterly Reports and Annual Reports for Family Preservation and Supervised Access & Associated Services
  • Attends Access Weekly Team Meetings at minimum once a month. Manager to bring forward updates, activities, and/or learnings to the meeting once a month.
  • Participates in the LINK CO-OP Social/Wellness LINK Committee alongside PCRS and MCFD.
  • Supervises and supports the Indigenous Education Consultant.
  • Contact for practicum students joining the team and take responsibility for their work.
  • Other duties as required.
Skills You Bring:
  • Experienced in leading large teams with diverse skillsets and professional backgrounds.
  • Strong project management skills: able to coordinate multiple projects/initiatives simultaneously and meet demanding time frames.
  • Knowledge of health and/or social service sector.
  • Previous experience providing clinical supervision an asset.
  • Passionate about children, youth, and family services.
  • Knowledge, training, and experience in working with families who may present multiple service needs related to poverty, addictions, violence, child abuse or neglect, and mental health issues.
  • Experience in program planning and budget management.
  • Experience and knowledge working with Indigenous clients and communities.
  • Strong written and verbal communication skills.
  • An understanding of integrated case management.
  • Computer proficiency – MS Office, ERP/CRM software systems (e.g., Client Management Systems).
  • Knowledge of child development, positive parenting, and family dynamics.
Requirements:
  • University Degree in Child and Youth Care, Social Work, or related discipline.
  • Master’s Degree in related discipline preferred.
  • 3-5 years of experience in program planning in a leadership role.
  • Maintain current standard First Aid.
  • Satisfactory Criminal Record Check and Driving Abstract.
