These may include, but are not limited to, abilities management, employee and family assistance, WorkSafe BC, claims management, medical accommodations, return-to-work, and wellness promotion and education.REPORTING RELATIONSHIPSReporting to the Associate Director, Human Resources, the Abilities Management Specialist works collaboratively with other members of the HR department, workplace leaders, unions, insurance carriers, and other service providers to provide guidance and consultation in the areas of abilities management and health and wellness in the workplace.ESSENTIAL JOB FUNCTIONSAbilities Management

  • Identifies, defines, and implements key components of effective abilities management
  • Provides guidance, direction, and advice to HR Specialists and other Camosun staff and stakeholders in identifying the nature of employee absences, appropriate benefit entitlement, and ongoing eligibility for benefits;
  • Advises on the application of related policies and contracts, collective agreements, and abilities case management best practices.
  • Responsible for managing illness, injury, and medical accommodation claims at the College
  • Establishes gradual return to work (RTW) plans and workplace accommodations in collaboration with the insurance carrier and workplace leaders to facilitate successful re-entries into the workplace and timely resolution of related issues by:
  • monitoring, evaluating and adjusting employees’ return to work progress when necessary;
  • identifying and addressing systemic barriers to return-to-work or employment at the College;
  • developing guidelines and procedures for return-to-work programs and workplace medical accommodations;
  • facilitating job modifications, medical accommodations, workplace redesign, and assistive technology;
  • working closely and collaboratively with the employee, workplace leader, union representative, insurer, and healthcare providers
  • Acts as a liaison between the employer, employee, and insurance providers
  • Explains eligibility criteria for the College’s sick leave and abilities benefits programs to employees
  • Promotes abilities management programs and best practices to employees and workplace leaders by:
  • coordinating safety and wellness-related training for workplace leaders and employees
  • developing guidelines and procedures for abilities management, accommodations, and return-to-work programs
  • maintaining information on internal and external resources, services
  • Performs evaluations of the College’s workplace abilities experience and program outcomes and recommends changes to reduce benefit costs while maximizing the benefit to the organization
  • Contributes and makes recommendations to the development and ongoing quality improvement of the abilities management processes
  • Respects confidentiality of information under the guidelines of privacy laws and regulations
Committee Representation
  • Chairs the Joint Rehabilitation Committees as an employer representative
  • Participates on the Joint Occupational Safety and Health Committee as an employer representative
WorkSafeBC Claim Management
  • Manages WorkSafeBC (WSBC) abilities claims by analyzing claims for accuracy, fact, and legitimacy according to law and WSBC policies
  • Monitors the adjudication of WSBC claims and claim costs to ensure appropriateness,
  • Manages the relationship with the Employers’ Advisers Office to prepare submissions to WSBC, the Review Division (RD), and the Workers’ Compensation Appeal Tribunal (WCAT)
  • Participates in oral hearings when required.
  • Provides consultation to other HR department members, and to the College’s Occupational Safety and Health program on general and specific WSBC claim issues
Employee Wellness Programs
  • Coordinates the planning and implementation of the College’s Healthy Together! programs
  • Identifies employee health promotion program needs based on information gathered from abilities reports, program evaluation, and reports provided by benefits insurer
OTHER FUNCTIONS AND RESPONSIBILITIES
  • Performs other related duties as assigned
  • Administers medical accommodation and other health-related budgets for the College
KNOWLEDGE, SKILLS AND ABILITIES
  • Working knowledge of legal requirements, policies, collective agreements, procedures, and protocols related to sick leave, short-term/long-term disability, WSBC regulations and policies, benefit programs, medical accommodation, and return-to-work programs
  • Demonstrated experience in policy interpretation and program design and implementation related to organizational wellness, with demonstrated knowledge of:
  • abilities management;
  • attendance management;
  • illness/injury support;
  • return-to-work facilitation;
  • duty to accommodate; and
  • duty to inquire
  • Exceptional interpersonal and communication skills including the ability to listen, coach, advise, influence, manage conflict between others, and work with individuals who may be unwilling to cooperate
  • Demonstrated ability to independently organize workload in a customer-focused environment that includes high volume, frequent interruptions, multiple tasks, and shifting priorities and deadlines
  • Demonstrated knowledge and skills in the areas of interpersonal assessment, employee reintegration and return-to-work),and connecting employees with available resources (eg Employee Family Assistance Program).
  • The ability to manage sensitive employee information in an ethical and integral manner
  • Demonstrated ability to use current MS Office software
QualificationsQUALIFICATIONS
  • Bachelor’s degree or diploma in Human Resources or a related discipline plus five years of experience as an abilities management, employee health, or human resources generalist in a complex, multi-union or public sector environment.
  • Certification in disabilities management, return to work, or human resources is desirable.
  • An equivalent combination of education, training and experience will be considered.
