Construction Project Manager - Owners RepWHO WE AREWiser Projects is a growing community planning and development firm based in Victoria, B.C, with resources across Vancouver Island. We strive to bring our value- based practice of planning and development to each of our projects and clients. We frequently work on unique public projects that excite our team and invigorate neighbourhoods and cities; these include Art Galleries, Cathedrals, and policy work such as age-friendly assessments.WHO YOU AREYou understand what it means to be ‘competent, creative and committed.’Someone seeking a collaborative, positive, innovative work environment in Victoria, B.C.; someone seeking to work with partners and projects that truly build community through planning, policies, socio-economic opportunities, and housing; someone that understands the sensitivities and opportunities of non-profit, public, and private sector needs; and someone who is seeking challenge, growth, and opportunity.PRIMARY OBJECTIVESThe primary objectives of the Construction Project Manager role are to successfully lead and deliver Construction Projects as an Owner’s representative during the pre-construction, construction and post-construction phases. Direct collaboration with the Wiser Projects Development Project Manager and continual coordination with the external client/Society, Construction Management team, and any sub-contractor is needed. This role is to represent the owner, our client, usually a non-profit entity, during the construction process with an engaged Construction Manager or General Contractor, NOT to oversee the construction itself.Secondary objectives are to support the development and growth of internal construction related processes for the organization through project execution, mentorship to peers, and building client capacity through knowledge transfer, supportive education, and considerate collaboration.RESPONSIBILITIES

  • Oversee and manage CCD contracts with external CMs
  • Working collaboratively with WP project manager, ensuring any municipal, regional and government approvals are adhered to
  • Act as owner’s representative through the construction process and liaise with the third-party Construction Manager/GC and consultants to ensure the project stays on time and on budget
Pre-Construction & Final Funding
  • Support final Design Development, tendering, final BC Housing, financing, andClient approval
  • Oversee cost estimates
Construction Phase
  • Represent the Owner during construction oversight, claims, community and Indigenous coordination in collaboration with/for the Client.
  • Lead deficiencies/holdbacks and documentation.
  • Lead post-completion review with CM.
  • On-site services and utilities support.
  • Course of construction and wrap up liability insurance.
  • Support building operations and start-up planning.
  • Support land encumbrance coordination, as needed.
  • Attend all site meetings and reviewing construction documentation.
  • Working with project manager and coordinator, review all invoices on behalf of the Client, and preparing monthly draws, based on the Certificate of Payment submitted by the Architect.
  • Monitoring and reporting the progress of the project on a continual basis.
  • Reviewing, processing and making recommendations to the Client on all contracts change orders, including record keeping the change order process.
Contract Administration
  • Support claims and invoicing, construction kick-off meeting, consultation services during construction, commissioning, contract documents, supplemental details and instructions, requests for information (RFI’s), evaluating contractor’s proposed substitutions.
Post Construction Phase, Handover and Audit
  • Support and coordinate project close out from Substantial Performance until one year warranty with Architect and Construction Manager.
  • Lead takeover procedure, client’s maintenance procedures instruction, manuals and documentation, record drawings, project close out, systems demonstrations, tenancy and occupancy, maintenance and improvement, financial close out, mortgage preparation (interest adjustment date), other legal documents, twelve-month warranty review.
QUALIFICATIONS, SKILLS, AND ATTRIBUTESExperience and Knowledge
  • Minimum 5 years’ experience in construction project management with multifamily construction experience
  • Experience working for builder/developer desired
  • Experience working with public and non-profit clients and funders desired
  • P.Eng, PMP, E.I.T. and/or GSC
  • Demonstrated and ongoing professional development, remaining current on industry standards, codes and compliance regulations.
Demonstrated Skills
  • Ability to manage multiple construction projects of high complexity with combined scope of at least $100M
  • Highly organized with effective leadership, communication, and problem-solving skills o Excellent conflict resolution with the ability to develop and maintain a positive working relationship with staff, clients, consultants, trades, and regulatory authorities
  • Capable of working in a dynamic, fast-paced environment
  • Computer proficiency for field/office communication – Microsoft 365

  • Excellent time management skills and ability to take initiative; understanding of where you can lead and where you need support
  • Demonstrated problem-solver with ability to observe, request, and otherwise analyze information from multiple sources to find creative solutions to unique problems to stay on budget and schedule

WHAT WE OFFERWe are looking for a member to join our team for the long term and help grow our construction services, abilities, and processes. We are seeking someone aligned with our internal values and those of our Clients. Our competitive compensation reflects the value of this position and the realities of the cost of living.
  • 35-40 work weeks beginning at least part time in May 2023
  • Business hours are 8-5 with flexibility within individual schedules and needs
  • Approximately 3-4 days of work a week to be undertaken at our office with flexibility for off-site work
