More information can be found here.Provide leadership and policy advice in a dynamic and changing environmentThe Policy & Legislation Division provides policy analysis and advice to the Minister of Finance, Cabinet, the Deputy Minister of Finance, and other senior government officials. The Division is responsible for tax policy, intergovernmental fiscal relations, providing strategic oversight of BC Assessment, administering the annual Property Assessment Review Panel process, financial and corporate sector policy and data analytics, and directs the implementation of related government decisions through development and preparation of legislation.The Tax Policy Branch within Tax and Assessment Policy provides tax policy analysis, advice and recommendations to the Minister of Finance. The branch is responsible for provincial tax policy issues in BC, including taxes on income, consumption, and wealth. Responsible for maintaining the provincial tax base, which accounts for almost half of all government revenues, the branch plays a key role in the budget process. The branch reviews issues, provides advice and recommendations to the Minister, assists with preparing budget documents, and implements budget decisions through legislation and regulation. The branch also supports the coordination of tax policy with other levels of government and other ministries and negotiates the tax aspects of treaties and taxation related agreements with First Nations.The Tax Policy Branch has four units: Consumption Tax, Income Tax, Indigenous Tax, and Strategic Initiatives.The Strategic Initiatives unit develops policy options that help the province improve revenue resiliency amid cyclical economic shocks and adapt revenue sources to ongoing structural economic changes to ensure it continues to meet its long-term spending obligations. Proposals may recommend adding, modifying, or repealing taxes, transfers, royalties, or fees in a manner that aligns with existing government policies and priorities, and promotes collection in a manner that is the least distortive and burdensome to BC businesses and households. The unit also lends support to initiatives led by other ministries and units within Finance. The unit draws on subject matter expertise available within the Policy and Legislation Division to complement its work.Reporting to the Director of Strategic Initiatives in the Strategic Initiatives unit, Policy Analysts manage tax policy research and analysis projects, work closely with Legislative Counsel in drafting legislation, and with operational and program branches to support implementation of tax policy decisions.The BC Public Service is committed to creating a diverse workplace to represent the population we serve and to better meet the needs of our citizens.
