More information can be found here.Bring your vision, leadership and strategic planning skills to this important roleThe Policy & Legislation Division provides policy analysis and advice to the Minister of Finance, Cabinet, the Deputy Minister of Finance, and other senior government officials. The Division is responsible for tax policy, intergovernmental fiscal relations, providing strategic oversight of BC Assessment, administering the annual Property Assessment Review Panel process, financial and corporate sector policy and data analytics, and directs the implementation of related government decisions through development and preparation of legislation.The Tax Policy Branch (TPB) provides tax policy analysis, advice and recommendations to the Minister of Finance and senior ministry officials. The branch is responsible for matters concerning Indigenous, income and consumption taxation in BC, as well as strategic initiatives related to revenue. TPB is responsible for maintaining the provincial tax base, which accounts for almost half of all government revenues, and plays a key role in the budget process. The branch reviews issues, provides advice and recommendations to the Minister, assists with preparing budget documents, and implements budget decisions through legislation and regulations. The branch also supports the coordination of tax policy with other levels of government and other ministries.The Indigenous Tax Unit within the Tax Policy Branch provides tax policy analysis, advice and recommendations to the Minister of Finance and senior ministry officials on matters concerning Indigenous taxation. The Indigenous Tax Unit is responsible for the negotiation, policy/mandate work and implementation matters relating to all tax arrangements in tripartite treaty negotiations with Canada, B.C. and First Nations and represents the Province in this regard.The Property Tax and Assessment Policy Branch (PTAP) provides analysis and recommendations to the Minister of Finance and senior ministry officials. The Branch is responsible for assessment policy and tax policy related to property and housing. This includes oversight of BC Assessment. PTAP works closely with other areas in Finance, other ministries and with BC Assessment to ensure the Province’s property assessment policies and methodologies are fair and equitable. The branch reviews property tax issues, provides advice and recommendations to the Minister, assists with preparing budget documents, and implements budget decisions through legislation and regulations. The branch is also responsible for the Property Assessment Review Panel (PARP).Strategic Advisors identify and analyze policy issues, develop policy options, evaluate implications and provide high quality and comprehensive and objective advice and recommendations to the Minister of Finance and senior management. They must ensure advice is based on sound research and analysis and that government policy decisions are accurately implemented through legislation, regulations, and negotiated agreements.Strategic Advisors require a thorough understanding of the legislative process and how relevant legislation is applied, require knowledge of various provincial taxes and have the ability to evaluate potential changes to the tax or assessment system using tax policy principles. Strategic Advisors must also be able to identify the implications of policy decisions for a diverse range of groups, including provincial or local government agencies, business or investment community, First Nations, and other interest groups.Strategic Advisors must establish and maintain strong working relationships with a variety of groups, including other provincial ministries, outside interest groups, and other levels of government.   • Post-secondary degree in a relevant discipline (including but not limited to: economics, law, finance, commerce, public administration).
  • Two years’ experience conducting policy analysis, including identifying options and evaluating implications of potential changes.
  • Experience providing advice and recommendations to senior staff in both written and verbal form.
  • Experience interpreting or applying legislation or working on legislative drafting projects.
  • Experience conducting research and analysis.
  • An equivalent combination of education and experience may be considered.
Preference may be given to applicants with:
  • Graduate degree in a related discipline.
  • More than two years’ experience conducting policy analysis, including identifying options and evaluating implications of potential changes.
  • Tax or assessment policy experience.
  • Experience with property taxation in a First Nations context.
  • Experience participating in negotiations or consultations with First Nations and/or groups.
