Competition #22/166Internal/External PostingClosing date: July 21, 2022Land Systems Coordinator (Continuous)Engineering & Public Works DepartmentPOSITION FUNCTIONCoordinate and participate in the ongoing maintenance, continuing enhancement and upgrades of the City’s land and property mapping system and related modules.KEY DUTIESReview and analyze Land Information processes and system; liaise with City departments to determine business requirements and enhancements to Land Information System and database; establish, populate and maintain data values and relationships in Land Information and mapping systems including BC Assessment and Land Titles Office updates; develop and/or perform quality assurance procedures to identify data discrepancies between spatial and non-spatial data sets that support the Land Information System; conduct field trips to verify addressing.Respond to public and staff inquiries regarding land information, right of ways, addresses and street names; consult with developers, land owners or service agencies such as LTO, BC Assessment and Canada Post to provide addressing solutions based on service delivery criteria and emergency response issues.Develop, manage and coordinate corporate land information system strategies and targets to meet integrated corporate objectives; develop complex queries to import or extract spatial and non-spatial data and convert to other formats for internal and external clients and agencies; perform testing procedures on system modifications; document changes, procedures and problems.Consult with software provider for possible program enhancements and future developments; provide guidance and training to user staff; develop end user documentation; maintain and control end user system security; represent City on corporate projects and committees as required.Perform related duties as required.INDEPENDENCEWork is generated by annual objectives, system requirements and requests for service.Recognize priority and time sensitive issues and respond appropriately.Issues such as complex matters, major impact or policy are referred to manager with recommendations.Work is reviewed through reports to manager.WORKING CONDITIONSPhysical Effort:Sit with arms unsupported while keyboarding. (frequent)Mental Effort:Long periods of intense concentration while dealing with computer files and multiple data sources. (rare)KEY SKILLS AND ABILITIESOrganize and prioritize work.Understand and apply the principles and methods of land management systems, mapping and GIS.Advanced level operation of current City advanced specialty software.Provide technical guidance and advice to user departments.Research and analyze needs and facilitate meetings and workshops.Establish and maintain effective working relationships.Deal effectively with the public and outside agencies.QUALIFICATIONSFormal Education, Training and Occupational Certification:Diploma of Technology in Computer Systems (Database Option). (2 years)Current and valid Class 5 B.C.
