Competition #22/244Internal/External PostingClosing date: November 22, 2022Manager - Accounting (Regular Full Time)Finance DepartmentPosition Summary:Under the direction of the Assistant Director, effectively manage the activities of the Accounting Section – payroll, accounts payable, general accounting and related programs - in support of the Finance Department annual operational plans.Major Accountabilities:Develop and manage the provision of accounting and payroll programs including: researching best practices and developing related policies, procedures and standards; identifying changes in and ensuring compliance with Community Charter requirements, Public Sector Accounting Board principles, Financial Information Act rules, rules and regulations that govern payroll in Canada, and Government Finance Officers Association award criteria; coordinating the ongoing development and maintenance of financial systems; providing technical advice and preparing reports and recommendations to senior management, Council and Standing Committees of Council.Supervise and manage 10 supervisory and accounting staff of the Accounting Section including: establishing organizational structure for program delivery; selecting and training staff; managing employee conduct, performance and attendance; responding to grievances; overseeing safety program.Represent the Accounting Section to City departments, other organizations, government agencies and the public including: responding to and advising department managers on accounting matters; liaising with investment brokers for advice and investment instruments, bankers on fees and purchasing card issues, auditors for advice and Ministry of Community Services officials on statutory requirements; liaising with other municipalities on best practices and developments; responding to requests and complaints from the public.Manage the delivery of accounting and payroll services including: coordinating the preparation of annual financial statements and providing statutory financial reports; managing the year-end audit process with external auditors; reviewing and recommending options for financial system upgrades; developing policies and controls for managing cash and investments; reviewing and revising the contract for banking services and fees; resolving policy and collective agreement effects on payroll operations with HR staff.Perform other related activities:Qualifications:Bachelors Degree in Business or Public Administration specializing in finance or accounting.Certified General Accountant, Certified Management Accountant or Chartered Accountant (CGA, CMA, CA).5-7 years of progressively responsible supervisory experience in municipal financial management.Competencies:Level 2 or higher, Exempt Competency Framework.To apply for this opportunity you will need to create an online profile or log back in to our career portal at www.victoria.ca/jobs - only online submission will be considered.
