Job Description

JOB OVERVIEWReporting to the Director, Budgeting & Forecasting, the Manager of Financial Performance and Analysis plays a significant role in achieving the goals of BC Transit’s Strategic Plan. In this fast paced environment, the successful candidate will be responsible for developing, implementing and striving for continuous improvement in the Financial Performance and Analysis for over 80 transit systems operating throughout the Province of BC.The Manager of Financial Performance and Analysis will be an integral part of the Finance Division and will be required to collaborate with many departments within the organization. The successful candidate will be responsible for communicating and reporting to other senior level staff, executives, and external government stakeholders. The Manager of Financial Performance and Analysis will be the lead in researching, developing and implementing a new budgeting & forecasting system as well as being responsible for providing leadership to other staff within the Finance division, in addition to assisting in mentoring staff, and driving change for process improvements.ACCOUNTABILITIESWorks with the Director, Budgeting & Forecasting to assist in providing leadership and overseeing the performance of the Budgeting, Forecasting and Reporting functions to ensure the delivery of all budgeting, forecasting and reporting related objectives.Acts as the lead for researching, implementing and maintaining an updated budgeting & forecasting tool, including the incorporation of scenario planning capabilities and cost driver analysisLiaises with the Director, Capital Planning to incorporate projected financial statement impacts of the long term capital plan, operating impacts of capital expenditures, and associated lease fee implications for local government partners.Liaises with the Director, Finance and Corporate Controller to ensure efficient and effective coordination between the accounting, revenue, treasury, financial planning and financial reporting functions.Leads all finance related matters with the Victoria Regional Transit Commission (VRTC) including financial and performance reporting, multi-year budgeting and projections, funding recommendations, transit fund management and other related activities as required. Delivers financial presentations to VRTC meetings.Supports development and, in conjunction with the Director of Finance, leads corporate financial reporting including Annual Report, Annual Service Plan, Corporate Business Plans and Financial and Performance Reports.Prepares monthly financial performance reports for executive leadership and senior management; interprets financial information to management staff.Liaises with senior level staff to ensure financial performance information is relevant and meets the needs of the organization.Drives transformation change and continuous improvement based on the vision of the Finance Division, identifying best practices and developing recommendations for leveraging tools, technology, and process to improve the efficiency and effectiveness while also identifying opportunities for cross-department collaboration to develop innovative approaches to service delivery.May provide coverage for the Director, Budgeting & Forecasting during absences.Job Requirements:EDUCATIONPost secondary degree in related discipline with an Accounting or Chartered Financial Analyst designation.EXPERIENCEMinimum seven (7) years leadership experience five (5) of which should include senior level management.
