Position PurposePosition PurposeThe Manager, SEAPARC Recreation provides leadership and support in the development and administration of recreation services within Parks and Environmental Services. Major responsibilities include leading operational and strategic initiatives and providing short and long range planning, strategies, leadership and support to the CRD’s Sooke and Electoral Area Parks & Recreation Commission and associated facilities and services.Key Accountabilities / Position OutcomesProvides senior leadership, strategic direction and support in all matters relating to the Commission’s mandate including community recreation development and effective business management.Provides senior support, technical and administrative advice and information to the Commission on recreation matters; recommends policy to the Commission, and directs the interpretation of such to staff, community organizations and stakeholders.Responsible for assigning and leading the work of the SEAPARC staff, including matters pertaining to labour relations, corporate and division policies and procedures, and standards.Serves on CRD management teams, and represents SEAPARC in a leadership capacity on various municipal and electoral area initiatives. With independence, works collaboratively with the General Manager – Parks and Environmental Services on matters pertaining to SEAPARC, the Parks and Environmental Services service area, and the CRD as a whole.Determines current operating requirements and leads the preparation of annual and capital budgets, authorizes expenditures, and ensures appropriate budgetary controls in line with corporate standards.Ensures that a positive and proactive partnering approach to service delivery is established, used and maintained in the delivery of programs, and that service is delivered effectively, efficiently, economically and within budget.Works closely and proactively with other CRD functions and local area partners to ensure programs and approaches are aligned to business needs, and provides leadership on systems and approaches that will enhance service delivery.Follows all policies, procedures and standards of the CRDPerforms other related duties as required.QualificationsDegree in recreation administration, business or related field, and 8 - 10 years senior-level recreation administration experience or similar combination of experience.
