Competition #23/05Internal Posting (Open to Current City of Victoria Employees)Closing date: January 10, 2023Transportation Technician Right of Way (Continuous)Engineering & Public Works DepartmentPOSITION FUNCTIONCoordinate, implement, administer, and evaluate programs and projects related to works in the City right-of-way including preparation, review, inspection and enforcement of utility and street occupancy applications.KEY DUTIESRepresents the department in monitoring and enforcing lane closures and traffic management plans in relation to construction, filming, and special events, for both internal and external users. Prepare and present related transportation reports with recommendationsProvide technical support services to assist with street occupancy permit reviews and makes recommendations on traffic management plans to meet objectives of the City’s Transportation plan, ensuring that traffic impacts are limited and meet municipal, provincial, and federal standards. Makes recommendations and revises engineering drawings and traffic management plans including developing traffic management and sign plans as well as custom sign designs.Conducts site inspections and investigations to verify occupancy of public space is consistent with issued street occupancy permits; Enforces violations of traffic management plans and construction site set-ups that do not have proper permits or permissionProvide instruction and information to other staff as requiredRespond to enquiries and complaints from the public, outside agencies and other departments; liaise with and provide technical information and advice on transportation and development issues to staff, consultants and outside agencies regarding construction activities and traffic management plans. Compose correspondence and prepare reports; maintain manual and computerized files such as permit applications, work orders, and invoices.Perform related duties where qualified.INDEPENDENCEWork is generated through permit applications, requests from the public, site inspections or is assigned by supervisor.Work is reviewed through reports to supervisor.WORKING CONDITIONSPhysical Effort:Sit with arms unsupported for extended periods while keyboarding (frequent)Mental Effort:Deal with complaints and negative comments (often).Meet multiple deadlines (occasional).Visual/Auditory Effort:Focus on detailed drawings, a variety of source data and computers for short periods (frequent).Work Environment:Office.Work outside in all weather conditions. (occasional)Work in close proximity to moving traffic (occasional)KEY SKILLS AND ABILITIESOrganize and prioritize work.Understand and apply the principles of civil engineering planning, design and construction.Working level operation of current City word processing, spreadsheet and related specialty software such as CAD.Working knowledge of the City’s street system, transportation policies and regulations, the Street and Traffic Bylaw, the Manual of Uniform Traffic Control Devices, and the Traffic Control Manual for Work on Roadways.Prepare reports and correspondence and maintain accurate records.Establish and maintain effective working relationships.Deal effectively with the public and outside agencies.Work safely on job sites.QUALIFICATIONSFormal Education, Training and Occupational Certification:Technical School Diploma in Transportation Technology.
